It has <br /> been discussed that the access drive from County Road I be marked as an"exit only" to prevent <br /> any attempted dangerous cross-over access from the west-bound lane of County Road I. This <br /> should be further discussed, and if it is the consensus of the Commission, the resolution will include <br /> a stipulation requiring such signage be added. <br /> Utilities and Easements <br /> Utilities are available to this site and no easements will be required to be dedicated for this project. <br /> There is an existing utility easement along Mounds View Drive in which the telephone and gas lines <br /> are buried. A storm sewer is located on the site in the County Road I right of way. Staff will <br /> present information at your meeting as to the sufficiency of the number and location of fire hydrants <br /> available to the building. Currently, only one hydrant is directly available, that being in the County <br /> Road I right of way. Another hydrant is located across Mounds View Drive, although it is about <br /> 130 feet away from the building. Staff will have the Fire Department review this plan and make any <br /> recommendations. <br /> Signage: <br /> The site plans do not indicate any signage. Staff has made a request that the applicant supply such <br /> plans if any are available. The conditional use permit approved by the City Council allows for <br /> signage not to exceed 32 square feet, not including any incidental signs, such as directional signage. <br /> 1111 Lighting: <br /> The Lighting plan and photometric analysis show that the footcandle readings are within required <br /> limits, though the readings do not extend to the centerline of the adjacent streets (County Road I <br /> and Mounds View Drive.) Readings at the property lines adjoining these streets do not exceed 1.0 <br /> footcandles. The light plans do not indicate that any building lighting will be used--staff will verify <br /> that this is the case and will address changes if any at your meeting. <br /> General Site Plan Issues <br /> The site plan indicates a sidewalk in front of the building and along the west side of the parking lot. <br /> This sidewalk connects to the sidewalk on County Road Drive, but does not connect to anything on <br /> Mounds View Drive. One of the issues discussed during the CUP process and rezoning was that a <br /> sidewalk should be installed along Mounds View Drive. The site plan will need to be revised to <br /> show a seven-foot wide sidewalk in this area, however before construction can occur, the applicant <br /> will need to notify the utility companies. <br /> The site plan shows the proposed location for the dumpster area--noted only as"trash". The plans <br /> will need to be revised to show the construction details of the enclosure. The building elevations <br /> will also need to be revised to show dimensions--specifically the building heights. The scale as <br /> shown in the elevations is not accurate and will need to be corrected. <br /> • <br />
