The Commissioners have indicated a preference and made a motion to model <br />the Groveland building after the Hillview building. There are several small <br />revisions that are recommended by the Commissioners. These include creating a <br />serving area and adding a sink. This will accommodate gatherings and social <br />held at the park. To diversify the use of the building, a small revision was <br />suggested to add a small storage for tables and chairs. <br /> <br />Preliminary Report – Based on the nature of this public improvement, a <br />feasibility report will not be necessary. <br /> <br />Site Plan – In an effort to save money, Staff will be performing most tasks <br />associated with developing a site plan. This will include obtaining elevations in <br />Groveland Park, determining the location of the building, developing a grading <br />and erosion control plan, and developing a utility plan for the water and sewer <br />service. Minimal assistance may be needed from a consultant. <br /> <br />Construction Plans and Specification – Based on the recommendation of the <br />Parks and Recreation Commission, the plans and specification for the Hillview <br />building will be used – with some minor modifications <br /> <br />Consultant Selection – There are several engineering consultants within the <br />City’s “consultant pool” from whom services could be obtained. However, since <br />the Parks and Recreation Commissioners have indicated a preference and made <br />a motion to model the Groveland building after the Hillview building, it makes <br />sense to hire the same firm that created the plans for the Hillview building: TKDA. <br /> <br />Staff recommends that the Council retain the services of the engineering firm of <br />TKDA to assist in the preparation of the plans and specifications and other <br />aspects of this project. <br /> <br />What’s Next – The 2004 budget (Account No. 285-4470-3030) has $20,000 <br />under Park Dedication Fund for professional services associated with designing <br />the Groveland Park Building. Assuming that the same plans that were used in the <br />Hillview Building are used for the Groveland Building, the estimated cost for <br />professional service to create plans and assist the City through the planning <br />stage is about $3,000 to $5,000. The exact amount will depend on the amount of <br />revisions sought by the City. <br /> <br />When the draft site and construction plans are completed later this summer, they <br />will be presented to the Parks and Recreation Commissioners and the City <br />Council. The City will also conduct a neighborhood meeting to solicit input from <br />nearby property owners and any other interested parties. <br /> <br />At that time the City Council will decide if this project should proceed or not. If so, <br />the City Council will need to order the project and set a bid date. <br /> <br /> <br /> <br />
