Item No. 8F <br />Meeting Date: May 10, 2004 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution No. 6242 Approving the Revised Joint <br />Powers Agreement with the City of Spring Lake Park <br />for the Lakeside Lions Park Parking Lot Bid <br />Alternate and Authorization of Execution <br /> <br />Background: <br />On March 22, 2004, the City Council approved Resolution No. 6201 authorizing <br />the execution of a Joint Powers Agreements (JPA) with the City of Spring Lake <br />Park for work proposed to be completed on Hillview Road associated with the <br />2003 Street Improvement Project. <br /> <br />There is a portion of Hillview Road from Pleasant View Drive to Spring Lake <br />Road where both the City of Mounds View and the City of Spring Lake Park <br />share jurisdiction (Mounds View on the south side and Spring Lake Park on the <br />north). To include this roadway segment in the project required the execution of a <br />Joint Powers Agreement between the two cities. An estimated total of $52,650 <br />will be assigned to the City of Spring Lake Park. <br /> <br />The City’s legal counsel drafted a standard Joint Powers Agreement to address <br />the Hillview Road issue. On March 22, 2004, the City Council also approved the <br />execution of this agreement. <br /> <br />Discussion: <br />On May 24, 2004 Staff will present to the City Council the awarding of the <br />contract for the 2003 Street Improvement Project. This project was bid with a <br />base bid for the street project, a bid alternate number one for the sidewalk on <br />Groveland Road, and bid alternate number two for the reconstruction of the <br />Lakeside Lions Park Parking Lot. <br /> <br />In order to allow awarding reconstruction of the Lakeside Lions Park Parking Lot <br />bid alternate number two, the original Joint Powers Agreement approved on <br />March 22, 2004 with the City of Spring Lake Park will need to be revised to allow <br />for the installation of the parking lot at the Lakeside Lions Park, should the City <br />Council wish to include it in this project.
