Item No. 10G <br />Meeting Date: July 12, 2004 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Trunk Highway 10 Noise Wall / Berm Project <br /> <br /> Resolution No. 6302 Authorizing the Preparation of <br />Final Plans and Specifications, and Submittal of a <br />letter to Mn/DOT Requesting the Installation of a <br />Noise Abatement Wall in the Arden Park Area <br /> <br />Background: <br />On June 7, 2004, Ulteig Engineers presented a draft report which had draft <br />designs and cost estimates for Phase One of the Trunk Highway 10 Noise Wall / <br />Berm Project. Phase One starts in Arden Park where the existing wall terminates <br />and runs easterly past the LaPort Neighborhood to Jackson Drive. Phase one is <br />then broken down into three segments: Segment "A", the area adjacent to Arden <br />Park, Segment "B", the wetland area east of Arden Park and west of the LaPort <br />Neighborhood, and finally Segment "C", the LaPort Neighborhood. <br /> <br />For segment "A", the report called for extending the existing wall approximately <br />432 feet to the east and then tying it into a berm - at an estimated cost of <br />$213,758.05. <br />For segment "B", the report called for a berm - at an estimated cost of <br />$89,177.00. <br />For segment "C", the report called for a 15-foot high wall - at an estimated cost of <br />$347,690.20. <br /> <br />These were “construction costs” only and did not include engineering, <br />administration, staff, and landscaping costs. <br /> <br />At the June 7th Work Session, Staff stated that if these construction costs were <br />adjusted to reflect estimated total costs, that segment A would be equal to or <br />greater than $300,000 - the amount promised to the City by Mn/DOT. Given this, <br />Staff recommended that the City contact Mn/DOT and demand that they install <br />the wall through the Arden Park area (Segment A) as they were originally <br />required to do.
