Mounds View City Council July 12, 2004 <br />Regular Meeting Page 7 <br /> <br /> 1 <br />There was a discussion regarding the storm water sewer line, and Public Works Director Lee 2 <br />stated that it would be corrected later this fall under a separate storm sewer project. 3 <br /> 4 <br />Mayor Linke closed the public hearing. 5 <br /> 6 <br />MOTION/SECOND. Marty/Stigney. To waive the reading and approve Resolution No. 6301, 7 <br />Hold a Public Improvement Hearing, Ordering the Project, Approving Plans and Specifications 8 <br />and Setting a Bid Date for the Mounds View Manufactured Home Community Second Access 9 <br />Project. 10 <br /> 11 <br />Council Member Gunn stated she would like the issues of the street light and the no parking 12 <br />signs to go along with this project. 13 <br /> 14 <br />Mayor Linke stated the petition process would need to be gone through regarding the street light, 15 <br />but that it would be a good idea to look at the no parking sign issue. 16 <br /> 17 <br /> Ayes-4 Nays-0 Motion carried. 18 <br /> 19 <br />C. Consider a Request from 2300 Laport Drive Regarding Use of City Property. 20 <br /> 21 <br />Planning Associate Prososki stated that the property owner of 2300 Laport planted a garden in 22 <br />the City right-of-way across from his home and has requested the City approve his use of the 23 <br />land. 24 <br /> 25 <br />Council Member Gunn stated she was in favor of allowing the request because it was more 26 <br />aesthetically pleasing. 27 <br /> 28 <br />Mayor Linke asked how the garden had come to the City’s attention, and Director Ericson stated 29 <br />another resident had reported it to the City. Director Ericson also stated there would be the risk 30 <br />of ruining someone’s garden during mowing. 31 <br /> 32 <br />Council Member Marty stated his concern over setting a precedent in this regard. 33 <br /> 34 <br />Council Member Stigney stated he didn’t have any objection to the garden remaining for the rest 35 <br />of this summer, but didn’t feel it should be there in the long term. 36 <br /> 37 <br />Mayor Linke stated he agreed with Council Member Stigney. 38 <br /> 39 <br />Council Member Gunn stated she was in agreement with Council Member Stigney’s suggestion. 40 <br /> 41 <br />Director Ericson asked if the Council wanted the fees associated with drafting this limited use 42 <br />agreement to be passed onto the applicant. 43 <br /> 44
