Item No. 9F
Meeting Date: July 26, 2004
Type of Business: CA
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business
City Administrator Review _______
City of Mounds View Staff Report

To: Honorable Mayor and City Council
From: Greg Lee, Director of Public Works

Item Title/Subject: Resolution No. 6311 Resetting the Bid Date for the
Hidden Hollow Street and Utility Installation Project
and the Mounds View Manufactured Home
Community Second Access Project

Background:
The City has been working with Pro Craft Development, LLC to develop parcels
of land owned by the City and private citizens that are located south of County
Road H2, west of Knollwood Drive, and north of Woodale Drive.

On June 28, 2004, the City Council approved Resolution No. 6293, which
approved the plans and specifications and set a bid date of July 29, 2004 for the
Hidden Hollow Street and Utility Improvement Project.

As stated in the June 28th Staff report; “Staff estimates that it would take six to
eight weeks to complete the clearing and grubbing, haul in all necessary fill, and
compete the grading activities.

If the City awards a contract and the site is not completely accessible to the
contractor due to grading activities still being performed, the City will be exposed
to litigative action by the contractor. For this reason, Staff will be closely
monitoring the completion of required developer’s activities and grading progress
of the site.”

On July 21, 2004, Staff determined that substantial progress had not been made
and the estimated date of when the site will be ready for the City contractor was
substantially beyond the scheduled contract award date; Staff therefore
recommends extending the award date.
