Mounds View City Council July 26, 2004 <br />Regular Meeting Page 3 <br /> <br />I. Set a Public Hearing for August 23, 2004 at 7:20pm for the Public Hearing, 1 <br />introduction, and First Reading of Ordinance 747, an Ordinance 2 <br />Implementing a Franchise Fee on Center Point Energy Natural Gas 3 <br />Operations within the City of Mounds View for the Year 2005. 4 <br />J. Authorization to Partner with White Bear Lake Police Department in 5 <br />pursuing a grant for Save and Sober Enforcement Funds for 2005. 6 <br /> 7 <br />Council Member Marty requested to have Items G and J removed. 8 <br /> 9 <br />MOTION/SECOND: Marty/Stigney. To Approve Consent Agenda Items A, B, C, D, E, F, H, 10 <br />and I. 11 <br /> 12 <br /> Ayes – 4 Nays – 0 Motion carried. 13 <br /> 14 <br /> G. Resolution 6312 Adjusting the Assessment for the 2003 Street Improvement 15 <br /> Project 16 <br /> 17 <br />Council Member Marty stated they had discovered two of the ten properties were garages, and 18 <br />asked if the assessments would increase for the eight remaining properties. 19 <br /> 20 <br />Public Works Director Lee stated that the City would end up paying the $846 because it wouldn’t 21 <br />be economical to give notice and hold another hearing. 22 <br /> 23 <br />MOTION/SECOND: Marty/Stigney. To approve Resolution 6312, Adjusting the Assessment 24 <br />for the 2003 Street Improvement Project. 25 <br /> 26 <br /> Ayes-4 Nays-0 Motion carried. 27 <br /> 28 <br />J. Authorization to Partner with White Bear Lake Police Department in 29 <br />pursuing a grant for Save and Sober Enforcement Funds for 2005. 30 <br /> 31 <br />Council Member Marty asked Chief Sommer why they were partnering with White Bear Lake 32 <br />rather than Ramsey County. 33 <br /> 34 <br />Police Chief Sommer stated Ramsey County is out of the program next year, and they have to 35 <br />wait a year to reapply. He stated the Department of Public Safety pays officers overtime to do 36 <br />enforcement on DWI, passenger safety, and speeding, and this year they are putting in a grant 37 <br />proposal with White Bear Lake only. He stated Mounds View can be in the program for two 38 <br />more years, and then they will be out of the program for a year. 39 <br /> 40 <br />MOTION/SECOND. Marty/Gunn. To authorize partnering with the White Bear Lake Police 41 <br />Department in pursuing a grant for Save and Sober Enforcement Funds for 2005. 42 <br /> 43 <br />Ayes-4 Nays-0 Motion carried. 44 <br /> 45
