The City’s Storm Water Ordinance <br />was revised with the first reading on June14, 2004 and the second reading and <br />subsequent adoption on June 28, 2004. <br /> <br />Discussion: <br />The adopted 2004 budget (Account No. 730-4823-3030) has $46,500 under <br />Wastewater Infrastructure Fund for professional services associated with this <br />Sanitary Sewer Illicit Connection Inspection Program. It was planned that this <br />amount would be used to cover any and all overtime paid to City employees <br />associated with this inspection program. <br /> <br />The Public Works and Parks Supervisors have volunteered to assist with to this <br />project. They are willing to work a straight hourly rate (no overtime). The benefits <br />to the City as a result of this proposal are as follows: <br />• Cost savings: $25.42 and $26.71 per hour versus paying a standard <br />worker $30.45 per hour overtime. <br />• Presence of City Supervisor: to organize the inspections and handle any <br />questions or problems. <br />• Increased manpower: to complete this program in a timely manner / <br />allowing citizen more time to make corrections. <br /> <br />Staff recommends that the number of straight hours for this project be capped at <br />one hundred fifty (150) hours per Supervisor. If the program last longer than <br />expected or if there are not enough regular volunteers from the Public Work <br />Collective Bargaining Unit, Staff will seek additional hours from the City Council <br />at a future date.
