Discussion: <br />The Mounds View Manufactured Home Community Second Access portion of <br />this project was to be financed partially by a County issued Community <br />Development Block Grant (CDBG Grant) in the amount of $30,000. <br /> <br />It was discovered after the bids were received, that according to Ramsey County, <br />to be eligible for the grant, the bid document should have included a reference <br />that the contractor would have to pay prevailing wages consistent with the Davis <br />Bacon guidelines. <br /> <br />Therefore, this portion of the project will need to be removed and new bids or <br />quotes received that specify that the contractor will be paying Davis Bacon <br />prevailing wages. <br /> <br />Staff recommends that the Council adopt the attached resolution approving <br />Change Order No. 1, removing of the Mounds View Manufactured Home <br />Community Second Access Project from the Hidden Hollow Street and Utility <br />Installation Project. <br /> <br />In an effort to receive new bids and complete the Mounds View Manufactured <br />Home Community Second Access Project this year, Staff will be sending letters <br />to the firms that submitted bids for the total Hidden Hollow / Mounds View <br />Manufactured Home Community Second Access Project to solicit quotes for just <br />the Mounds View Manufactured Home Community Second Access portion of the <br />project. Getting quotes, as opposed to bids, is allowable by state statute because <br />the estimated cost of the project is less than $50,000 (Engineer’s Estimate <br />$46,000). <br /> <br />Quotes for the Mounds View Manufactured Home Community Second Access <br />portion of the project will be received by 12:00 P.M. Monday, September 13, <br />2004. The results of the quotes as well as an opportunity for the City Council to <br />award a contract for the Mounds View Manufactured Home Community Second <br />Access portion of this project will be presented at the September 13th City <br />Council Meeting. <br /> <br /> <br />Recommendation: <br />It is recommended the Council adopt the attached resolution approving Change <br />Order No. 1 for the Hidden Hollow Street and Utility Installation Project – <br />Removal of the Mounds View Manufactured Home Community Second Access <br />Project. <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />Greg Lee, Director of Public Works <br /> <br /> <br />
