A D M I N I S T R A T O R ’S D I G E S T
September 27, 2004

YMCA Advisory Committee Meeting – The Advisory Committee held its September meeting and
reviewed current programs. New programs included parent/child tumbling classes and creative
writing. Summer youth nights were a success with up to 50 students attending. Additionally, the
school district has informed us that they will not be charging a fee for use of school gyms as had
been anticipated. The committee was updated on the banquet center contract changes and the
new caterer is invited to participate in the Advisory Committee meetings. The committee was
also updated on maintenance and equipment issues.

Primary Election – There were 305 Mounds View people casting votes in this year’s primary
election. This is a low turnout, even by primary standards, but the exercise allowed us to fine-
tune the election process for the big presidential general election in November. Desaree Crane is
still seeking election judges. If you know of someone that may be interested, please give her a
call.

Unannounced OSHA Inspection – OSHA inspectors showed up unannounced for a random
routine inspection of all the City facilities. City staff has done an outstanding job of keeping
records of accidents, injuries, and training. Only a couple of small equipment infractions were
found but overall, the inspectors were impressed. They inspected the City Hall, the golf course,
sewer and water facilities and the public works building (the comment was that “they could eat off
the floor”). They reviewed injury reports, records of safety training (such as golf course training
on pesticide/herbicide application), and material data sheets. The two infractions involved older
equipment that was manufactured without the required safety features. For example, a guard is
now required on the hydraulic press. A full report and notifications of the fines on these items will
be delivered in the next couple of weeks.

800 Megahertz Radio Demonstration - Ramsey County held a demonstration of emergency
response radio equipment in New Brighton. In the coming years the City will be spending
thousands of dollars to upgrade radio equipment to the new 800 Megahertz frequency and this
event allowed us to look at the equipment options available. Fortunately, federal homeland
security funding covers much of the cost of this equipment.

County Road 10 Planning – Staff met and did a comprehensive review of all the requirements for
County Road 10 in order to begin the implementation phase of the Highway 10 Plan. This project
is anticipating the hiring of a consultant to do the preliminary investigation. This is an item for
Council action on 9/27.

Canyon Grille Lease Agreement - The Canyon Grille, a Coon Rapids restaurant, is anticipated
take over the banquet center lease from the Mermaid around November 1st, pending negotiation
of the leases.

Recreation Software Demonstration – YMCA Coordinator Jeanette Steeves and I participated in a
demonstration of recreation software. This software will allow us to take online registration and
payment, keep track of enrollment, develop targeted marketing lists, and effectively schedule our
park and recreation facilities. This item will come before the Council at a future date.

Golf Course Options – Staff is reviewing the status of the various golf course alternatives and the
item is to be reviewed by the Council on October 4th. The cost/benefit of different
development/non-development proposals will be discussed at this time.
Clear Channel Billboards – City building permits have been issued for the golf course billboards,
however Clear Channel was delayed by the Rice Creek Watershed District permits at the
September 22nd RCWSD meeting, due to issues that came up with their proposed bridge project.
The RCWSD will review the item again at their October 13th meeting.
