Crane, Administrative Assistant <br />Item Title/Subject: Second Reading of Ordinance 743, Amending Chapter 5 of <br />the Mounds View City Charter <br /> <br />On August 23, 2004, the City Council approved the first reading and introduction of <br />Ordinance 743, an Ordinance amending Chapter 5 of the Mounds View City Charter <br />relating to “Initiative, Referendum, and Recall.” On September 13, 2004, a Public Hearing <br />was held but the vote was postponed because not all members of the Council were <br />present. A unanimous vote is required in order for this Ordinance to pass. <br /> <br /> <br />Discussion: <br /> <br />The intent of the Charter Commission with this change is to clarify language in the charter <br />relating to the Initiative, Referendum, and Recall. <br /> <br />Staff and the Mounds View City Attorney have reviewed this amendment and support the <br />adoption of Ordinance 743. Consistent with state law, the ordinance would go into effect <br />90 days after unanimously being adopted by the City Council. <br /> <br />Recommendation: <br /> <br />Consider the second reading and adoption of Ordinance 743, an ordinance amending <br />Chapter 5 of the Mounds View City Charter.
