I. Overview Background <br />The City of Mounds View, Minnesota, is requesting proposals from <br />qualified Engineering firms to assist the City in implementing a <br />redevelopment / revitalization plan for County Road 10 in Mounds View. <br /> <br />Once know as the “Gateway to the North”, the segment of County Road <br />10 that passes through the City of Mounds View was the main route from <br />Minneapolis and Saint Paul to the Brainerd Lakes district and points <br />further north and west. While that role has been supplemented by the <br />interstate and other highways, the roadway in Mounds View remains a <br />divided highway with four lanes and a median constructed to meet <br />Minnesota Department of Transportation (MnDOT) standards. However, <br />the completion in 1999 of the Highway 610 bypass north of Mounds View <br />changed the jurisdiction status of the roadway when the State of <br />Minnesota “turned back” what is now old County Road 10 to Ramsey <br />County. The County now has jurisdiction of the road under county state <br />aid highway classification and this new classification allows greater <br />flexibility with regard to design standards. <br /> <br />In March of 2001 the City of Mounds View contracted with the firm of URS <br />to develop a redevelopment and revitalization plan for County Road 10. <br />The report was completed and approved by the City Council on August <br />26, 2002. <br /> <br />The goals of the plan were to; improve safety in the County Road 10 <br />corridor, integrate the corridor by strengthening links to areas within <br />Mounds View and the region, enhance the image of the corridor and its <br />place making potential in Mounds View, expand economic development <br />opportunities, and maintain and restore natural resource systems. <br /> <br />The redevelopment / revitalization plan provides the vision and long-term <br />plan for this segment of County Road 10. The next step in making the plan <br />a reality is to develop and initiate an implementation plan. The City of <br />Mounds View seeks assistance from a qualified firm to reach this goal. <br /> Basic City Information <br />Mounds View has been a municipal corporation since 1958. The City <br />operates under a Home Rule Charter, which was adopted in 1979. The <br />City is governed by a Mayor and four City Council members, all of whom <br />are elected at-large. The Council employs a City Administrator who is <br />responsible for administering Council policy and managing City business <br />on a daily basis. Mounds View is located in northern Ramsey County, approximately eight miles north of the City of Saint Paul. The City encompasses an area of approximately 4.25 square miles.
