• Item Numbers: 6A Meeting Date: February 20, 2009 Type of Business: EDC City of Mounds View Staff Report To: Economic Development Commission From: Heidi Steinmetz, Economic Development Specialist Item Title/Subject: Discuss Potential Business Registration Program Background Mounds View's Building Official/Fire Marshal Kathi Osmonson submitted the attached 23-page staff report about a potential business registration program to the City Council on January 5, 2009. The report includes the purpose of the program, the City's current Certificate of Occupancy application form and examples of business registration • programs from New Hope, New Brighton, Maplewood and Ramsey. The City Council provided Ms. Osmonson with positive feedback about such a program on January 5th and directed her to draft a new ordinance to implement the program. The Council may review the draft ordinance in March. Economic development staff discussed this potential program with the Twin Cities North Chamber of Commerce's Economic Advancement Committee on January 28, 2009. The Committee suggested that the Council consider imposing a fee to businesses only if they do not provide the City with the requested information and to model the City's program after the Minnesota Secretary of State's "Annual Business Renewal" requirements. The Secretary of State's office has different forms depending on business type (i.e. Sole Proprietorships, Nonprofits, LLPs, etc.), so staff attached one 2- page form as an example (the "Minnesota Business Corporation" form). Discussion Since the EDC acts as an advisory body to the EDA/Council on matters relating to ways that the City can expand existing businesses and attract desirable new businesses, staff thought the EDC should provide input to the EDA/Council about this potential program. •
