• <br /> Item Numbers: 6A <br /> Meeting Date: February 20, 2009 <br /> Type of Business: EDC <br /> City of Mounds View Staff Report <br /> To: Economic Development Commission <br /> From: Heidi Steinmetz, Economic Development Specialist <br /> Item Title/Subject: Discuss Potential Business Registration Program <br /> Background <br /> Mounds View's Building Official/Fire Marshal Kathi Osmonson submitted the attached <br /> 23-page staff report about a potential business registration program to the City Council <br /> on January 5, 2009. The report includes the purpose of the program, the City's current <br /> Certificate of Occupancy application form and examples of business registration <br /> • programs from New Hope, New Brighton, Maplewood and Ramsey. <br /> The City Council provided Ms. Osmonson with positive feedback about such a program <br /> on January 5th and directed her to draft a new ordinance to implement the program. <br /> The Council may review the draft ordinance in March. <br /> Economic development staff discussed this potential program with the Twin Cities North <br /> Chamber of Commerce's Economic Advancement Committee on January 28, 2009. <br /> The Committee suggested that the Council consider imposing a fee to businesses only <br /> if they do not provide the City with the requested information and to model the City's <br /> program after the Minnesota Secretary of State's "Annual Business Renewal" <br /> requirements. The Secretary of State's office has different forms depending on <br /> business type (i.e. Sole Proprietorships, Nonprofits, LLPs, etc.), so staff attached one 2- <br /> page form as an example (the "Minnesota Business Corporation" form). <br /> Discussion <br /> Since the EDC acts as an advisory body to the EDA/Council on matters relating to ways <br /> that the City can expand existing businesses and attract desirable new businesses, staff <br /> thought the EDC should provide input to the EDA/Council about this potential program. <br /> • <br />
