The purpose of this memo is to explain the pros and cons of a <br /> • business registration program and to request direction from the City Council about <br /> possibly starting such a program. <br /> Discussion: <br /> The purpose of a business registration program would primarily be for the City to obtain <br /> and maintain information about all businesses in Mounds View. The City would use this <br /> information to inform appropriate City Departments of the current occupancy and of <br /> occupancy changes within buildings. This would allow the police and fire departments to <br /> maintain updated information for pre-incident planning including hazardous materials <br /> locations, operations and emergency contact lists. Inspections and code enforcement <br /> personnel would have information about the parties who would be responsible for abating <br /> any code violations or life safety conditions that may exist from time to time. These <br /> departments also would have date of birth for the party responsible for the business. <br /> Having this information would allow the City to issue orders and citations when necessary <br /> with fewer staff hours involved. <br /> Upon receipt of the Business Registration application, the City would verify that the <br /> business meets the City Code and State Building and Fire Codes before the business <br /> may be registered within the City of Mounds View. The planning department also would <br /> have an opportunity to review the proposed use to ensure that the proposed business <br /> would conform to the zoning for the property and building in which the business intends <br /> to operate. <br />
