Item No: 10A <br />Meeting Date: June 14, 2004 <br />Type of Business: PH & CB <br />Administrator Review: _ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Public Hearing, First Reading and Introduction of <br />Ordinance 738, an Ordinance Assigning a Name to that <br />part of County Road 10 Passing through the City of <br />Mounds View <br />Introduction: <br />At a recent meeting of the Mounds View City Council, staff was directed to move forward <br />with an ordinance to assign a name to that part of County Road 10 passing through the City <br />as a means to eliminate confusion between County 10 and US 10, both of which pass <br />through Mounds View, and to help establish an identity for the community consistent with the <br />goals of the adopted County Road 10 Redevelopment and Revitalization Plan. <br />Discussion: <br />The motivation for assigning a name to the County Road 10 roadway segment originated <br />from the turnback of Highway 10 to Ramsey County after the opening of new Highway 10 <br />(formerly Trunk Highway 118). Ramsey County chose to maintain the number 10 <br />designation despite City concerns that having two roadways with the same designation <br />would be confusing. Ramsey County is not opposed to the City assigning a name to the <br />roadway however it will remain County Road 10 in their system. A name assignment will <br />eliminate confusion in the long term and would provide a sense of identity for the community. <br />While many names have been suggested for County Road 10, two names have been <br />proposed for consideration—Mounds View Boulevard and Mounds View Parkway. While <br />there is already a Mounds View Drive in the City, that does not pose a problem as it is <br />common for communities to have derivations of the same street name in their street <br />system—Pinewood Court, Pinewood Circle and Pinewood Drive are local examples of this. <br />Assigning a name to the roadway is not however without a cost to the City. Mounds View <br />Public Works Staff along with County staff have taken an inventory of street signs and <br />identifying markers within the corridor that will need to be replaced if the roadway is assigned <br />a name. It is estimated that it would cost $15,000 to make the change. Other changes such <br />as to City letterhead and other materials may result in nominal one-time charges. <br />Notification: <br />The City of Spring Lake Park, the City of Blaine, Ramsey County and the Minnesota Dept. of <br />Transportation have been provided copies of this report and were invited to comment as to <br />the proposed name change. In addition, all property owners on County Road 10 have been <br />sent a notice of this meeting and notice of the action was delivered by e-mail to those <br />residents who have provided their addresses to the City for informational purposes. To <br />ensure the public has ample opportunity to comment on the proposed action, staff would <br />recommend that the Council continue the public hearing through the second reading <br />scheduled for June 28, 2004. <br />
