Minutes of the Economic Development Commission <br />City of Mounds View <br />Ramsey County, Minnesota <br />Regular Meeting <br />October 15, 2010 <br />City of Mounds View, Council Chambers <br />2401 Highway 10, Mounds View, MN 55112 <br />CALL TO ORDER <br />Vice Chair Jennifer Wagner-Harkonen called the meeting to order at 7:35am. <br />2. ROLL CALL <br />Members Present: Vice Chair Jennifer Wagner-Harkonen and Commissioners Greg <br />Belting, Jason Helgemoe, Torri Johnson and Dan Larson <br />Members Absent: Chair Gary Meehlhause and Commissioner Jackie Entsminger <br />Staff Present: City Administrator Jim Ericson, Community Development Director <br />Ken Roberts & Economic Development Specialist Heidi Steinmetz <br />3. APPROVAL OF OCTOBER 15, 2010 AGENDA <br />Motion/Second: Commissioner Johnson moved and Commissioner Larson seconded the <br />approval of the August, 2010 EDC agenda. <br />Motion Carried: 5 Ayes 0 Nays <br />4. APPROVAL OF JULY 16 AND AUGUST 20, 2010 EDC MINUTES <br />There was not a quorum to approve the July 16`h minutes, so that item was tabled until the <br />next meeting. <br />Motion/Second: Commissioner Johnson moved and Commissioner Belting seconded the <br />approval of the August 20, 2010 minutes. <br />Motion Carried: 5 Ayes 0 Nays <br />5. SPECIAL BUSINESS <br />There was no special EDC business. <br />EDC BUSINESS <br />A. Review Proposed Mounds View Home Improvement Loan Criteria <br />Economic Development Specialist Heidi Steinmetz provided an overview of the EDA, City <br />Council and EDC's past discussions about this item. Ms. Steinmetz asked for the EDC's <br />feedback on the proposed loan criteria, specifically the loan to value ratio criteria. <br />
