1111011 ` <br />of Mounds View Staff <br />Item #: 8A -F <br />Meeting Date: Jan. 21, 2011 <br />Type of Business: EDC <br />Administrator Review: <br />To: Economic Development Commission <br />From: Heidi Steinmetz, Economic Development Specialist <br />Item Title/Subject: Reports of Staff <br />8A - Mounds View Home Improvement Loans <br />The EDA approved four, separate home improvement loan programs on November 22, <br />2010. On January 10, 2011, the EDA gave approval for the Greater Minnesota Housing <br />Corporation (GMHC) to administer the loans for the EDA. GMHC is currently preparing the <br />loan applications and City staff will begin marketing the loans when the applications are <br />completed in early February 2011. <br />8B - B-2, Limited Business Zoning District Amendments <br />On December 6, 2010, the City Council discussed and was supportive of the idea of adding <br />permitted and conditional uses to the B-2 zoning district. On December 15, 2010, the <br />Planning Commission passed a resolution of support of this. On January 10, 2011, the <br />Council approved the first reading to incorporate the changes, which would allow the <br />following additional land uses in B-2 Districts: <br />Auto accessory or parts store with no repairs, installations or service work done on <br />any motor vehicles on site, and no outside sales or storage <br />Restaurants, cafes and tea rooms with more than 24 seats and/or 2,000 square feet <br />in floor area, provided that there are not drive-thru and/or window pick-up services or <br />the serving of food to patrons in their vehicles <br />Attached is a related article that recently appeared in the Sun Focus newspaper. <br />8C - Select Senior Living Project <br />The developer for this project, Select Companies, purchased the three parcels (pictured <br />on the next page) in mid-December 2010. The Housing Revenue Bonds for the project will <br />be re -marketed early this year. <br />
