Award of Demolition Bid for EDA-owned property located at 2225 Hillview <br />Road. <br /> <br />Planning Associate Ericson stated on February 9, 2000, staff mailed out requests for proposals <br />for the demolition of the home located at 2225 Hillview Road. He indicated staff received five <br />bids, which are listed in the Staff Report, and Kevitt Excavating Inc. returned the low bid, at <br />$5,475. <br /> <br />Planning Associate Ericson stated staff has drafted Resolution 00-EDA-123, which awards the <br />demolition contract to Kevitt Excavating, Inc. He indicated staff has received a reference for <br />Kevitt Excavating, Inc., who has done significant work for the city of Crystal, and they come <br />with glowing recommendation from that city. <br /> <br />MOTION/SECOND: Stigney/Thomason. To Approve Resolution 00-EDA-123, a Resolution <br />Approving and Authorizing the Expenditure of Tax Increment Funds for the Demolition of <br />Home at 2225 Hillview Road as Part of the EDA Housing Replacement Program. <br /> <br />Commissioner Marty stated the project is to be completed by March 25, 2000, however, in light <br />of this late approval date, an extension of time may be required in order to deal with the <br />hazardous materials that may be present at the site. <br /> <br />Planning Associate Ericson stated the demolition project requires a 10-day notification with the <br />Minnesota Pollution Control Agency. He explained that this was a small house and there was <br />not an extensive amount of hazardous material involved, therefore, the March 25 completion date <br />should be workable. <br /> <br />President Coughlin pointed out that if there is need for an extension, the Council would meet on <br />March 13, 2000, and could add an EDA meeting to extend this date if necessary. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Set a Public Hearing for Monday, March 13, 2000, at 7:05 p.m. to Consider a <br />Resolution on the Proposed Adoption of the City’s Business Subsidy Policy <br />under Minnesota Statues, Sections 116J.993 through 116J.995. <br /> <br />Community Development Director Jopke stated earlier that evening, the public hearing was set <br />under the Council’s Consent Agenda, and it should be held at 7:10 p.m., in order to be consistent <br />with that action. <br /> <br />MOTION/SECOND: Marty/Stigney.
