Mounds View EDA July 28, 2003
Regular Meeting Page 2

Economic Development Coordinator Backman indicated that Staff has named this project The
Woods of Mounds View. He then indicated that the document had been reviewed by Mr.
Ericson and Mr. Hansen and executed by ProCraft Homes on July 22, 2003.

Economic Development Coordinator Backman reviewed with the Authority the minor changes
that were made to the document. He then asked the Authority to authorize the President to sign a
hold harmless form that he has provided in order for the developer to do any work on the tax
forfeited property. He further noted that the developer would be expected to sign one as well.

City Attorney Vose indicated that the document was a standard form and he saw no issue with
the City signing it.

Vice President Stigney indicated that the Pre-development Agreement indicates that it was signed
by the Mayor rather than the President but then it indicates that it is an agreement between the
developer and the Mounds View EDA.

Staff acknowledged the error.

MOTION/SECOND: Stigney/Gunn. To Authorize the President of the EDA to Sign the Pre-
Development Agreement.

Ayes – 4 Nays – 0 Motion carried.

Economic Development Coordinator Backman indicated that the developer has been meeting
with the private property owners in the area.

B. Other Projects Update

Economic Development Coordinator Backman indicated he has been interacting with the
principals of the Oops Dinner Theatre who are interested in relocating to Mounds View. He then
indicated that the two most promising possible locations are Mounds View Square and a location
near the Mermaid.

President Linke asked for an update on the Amoco property.

Economic Development Coordinator Backman indicated that the environmental data was
provided to both CDG and the client at the end of June, which is a good sign because Amoco has
not been the easiest to negotiate with. He then indicated that the interested party was in town
recently for a drive through tour.

8. NEXT EDA MEETING: August 11, 2003
