Mounds View EDA January 12, 2004 <br />Regular Meeting Page 3 <br /> <br />Commissioner Marty asked whether park dedication fees would be applicable. <br /> <br />Economic Development Coordinator Backman indicated that is usually a cost of the owner of the <br />property but, in this case, the City owns the property. He then asked for feedback on the project. <br /> <br />President Linke indicated that he is disappointed that the developer could not bring the other <br />property owners in but he feels that Plan C is a viable option. <br /> <br />Mr. Nordness indicated that both property owners have been very congenial but they have <br />different perspectives of what their land is worth and what the developer can afford to pay. <br /> <br />Commissioner Quick asked if there would be an issue with water and sewer and storm sewer into <br />a cul-de-sac. <br /> <br />Economic Development Coordinator Backman said he does not envision anything but said the <br />water and sewer line go around the block so it could be accessed at a few different points but it <br />makes sense to come from H2 as the land drains to the south. <br /> <br />Commissioner Quick said his main concern is looping water and asked whether the City <br />Engineer looked at it. <br /> <br />Mr. Nordness indicated that water can be looped around the cul-de-sac road and out to H2. He <br />then asked whether this plan is acceptable to the City. <br /> <br />Commissioner Quick indicated that this plan is not acceptable to him nor were the others as he <br />does not feel this is the highest and best use of this property. <br /> <br />President Linke thanked them for their time. <br /> <br />Blaine Fyksen indicated he had talked to Mr. Backman and informed him that he met with <br />another developer and wanted to make sure the City knows that he has a deal with another <br />developer that is three times the amount these gentlemen offered him and he has an earnest <br />money check in hand. He then said he is concerned and does not want the City to sell itself short. <br /> He further commented that if this property is developed there would be other landowners that <br />may be willing to sell. <br /> <br />8.
