Mounds View EDA January 12, 2004
Regular Meeting Page 3

Commissioner Marty asked whether park dedication fees would be applicable.

Economic Development Coordinator Backman indicated that is usually a cost of the owner of the
property but, in this case, the City owns the property. He then asked for feedback on the project.

President Linke indicated that he is disappointed that the developer could not bring the other
property owners in but he feels that Plan C is a viable option.

Mr. Nordness indicated that both property owners have been very congenial but they have
different perspectives of what their land is worth and what the developer can afford to pay.

Commissioner Quick asked if there would be an issue with water and sewer and storm sewer into
a cul-de-sac.

Economic Development Coordinator Backman said he does not envision anything but said the
water and sewer line go around the block so it could be accessed at a few different points but it
makes sense to come from H2 as the land drains to the south.

Commissioner Quick said his main concern is looping water and asked whether the City
Engineer looked at it.

Mr. Nordness indicated that water can be looped around the cul-de-sac road and out to H2. He
then asked whether this plan is acceptable to the City.

Commissioner Quick indicated that this plan is not acceptable to him nor were the others as he
does not feel this is the highest and best use of this property.

President Linke thanked them for their time.

Blaine Fyksen indicated he had talked to Mr. Backman and informed him that he met with
another developer and wanted to make sure the City knows that he has a deal with another
developer that is three times the amount these gentlemen offered him and he has an earnest
money check in hand. He then said he is concerned and does not want the City to sell itself short.
He further commented that if this property is developed there would be other landowners that
may be willing to sell.

8. NEXT EDA MEETING: January 26, 2004

9. ADJOURNMENT

President Linke adjourned the meeting at 6:59 p.m.
