Mounds View EDA February 28, 2005
Regular Meeting Page 2

6. REPORTS.

Vice President Stigney requested comment on the results of the Donut Connection discussion
held in the last closed Executive Session of the EDA.

President Marty advised that the consensus had been that the City would not expend funds to
purchase the property, but that they would try to advertise the property to other developers.

Commissioner Thomas stated that they would be reviewing this in a few months.

Commissioner Flaherty added that they would be contacting some developers to see if there was
any interest.

Economic Development Coordinator Backman indicated he had contacted two developers, and
one of them has gone to look at the site and thought it may be a good location for a restaurant,
and the other is pondering the situation.

Economic Development Coordinator Backman reported that the ribbon cutting ceremony held
last Saturday at the CVS Pharmacy had been well attended.

Commissioner Gunn asked what the status of the Hardee’s building was.

Economic Development Coordinator Backman reported that there is scaffolding completely
surrounding the business, and that Pasture Enterprises is in the process of re-doing the corner.
He added that Caribou Coffee is definitely coming in there, and there are ongoing discussions
regarding some other food-related businesses to occupy the eastern portion of the building.

Economic Development Coordinator Backman stated that both the TIF District legislation and
the reverter clause legislation they had been seeking had passed in the Senate, and the House
process will start tomorrow at 2:30.

7. Next EDA Meeting – March 14, 2005, 6:30 pm.

ADJOURNMENT

President Marty adjourned the meeting to Executive Session at 6:15 p.m.

Following the closed Executive Session, at 7:00 p.m., President Marty noted that a further closed
Executive Session would be held following the City Council Meeting.
