Mounds View EDA July 24, 2006 <br />Regular Meeting Page 2 <br /> <br />7. EDA BUSINESS 45 <br /> 46 <br />A. Resolution 06-EDA-221 Authorizing Demolition of the Premium Stop 47 <br />property located at 2390 County Road 10 48 <br /> 49 <br />Community Development Director Ericson stated the item is being brought forward for 50 <br />Authorization for demolition. He stated bids have been submitted ranging from $24,910 to 51 <br />$39,000. He stated Staff is recommending adopting the Resolution awarding the contract to 52 <br />Kevitt Excavating for $24,910 excluding the asbestos abatement. He stated there would be a 53 <br />10% contingency to cover unforeseen expenses. He stated the total will be $27,400. 54 <br /> 55 <br />President Marty stated the $27,400 is in the Resolution. 56 <br /> 57 <br />Commissioner Flaherty asked about Kevitt’s insurance and liability. Director Ericson stated they 58 <br />have the necessary insurance and have done work for the City before. 59 <br /> 60 <br />Commissioner Flaherty asked if there is an anticipation of asbestos abatement. Director Ericson 61 <br />stated he did not know, but added asbestos is typical in older buildings such as this. 62 <br /> 63 <br />Vice-President Stigney asked how abatement costs are billed, whether the contractor will bill it 64 <br />of if there are other bids. Director Ericson stated the contractor will bid and the City has the 65 <br />option to seek additional proposals. 66 <br /> 67 <br />MOTION/SECOND: GUNN/FLAHERTY. To waive the reading and adopt Resolution 06-68 <br />EDA-221 Authorizing Demolition of the Premium Stop property located at 2390 County Road 69 <br />10, as amended. 70 <br /> 71 <br />Director Ericson pointed out on page 2, where Attorney Riggs added “of the” before contract. 72 <br /> 73 <br />Vice-President Stigney stated he was not in favor of purchasing the property, but now that the 74 <br />City must demolish it, he will support the lowest bidder. 75 <br /> 76 <br />President Marty stated he is surprised at the range of the bid and he is thankful for the competing 77 <br />bids. 78 <br /> 79 <br /> Ayes – 5 Nays – 0 Motion carried. 80 <br /> 81 <br />B. Resolution 06-EDA-222 Authorizing Payment of a Pay-As-You-Go Developer 82 <br />Payment to Heartland-Mounds View Common Bond. 83 <br /> 84 <br />Economic Development Coordinator Backman stated at this point there is one payment and next 85 <br />year it should be back up to two. He stated this is a regular payment. 86
