Mounds View EDA September 11, 2006 <br />Regular Meeting Page 3 <br /> <br />President Marty said that in the past, the property owners in the area have indicated their 88 <br />willingness to sell, but at this point, spending City money on potential projects would not be 89 <br />prudent. 90 <br /> 91 <br />Director Ericson stated that most of the property owners in the area may be willing to sell. He 92 <br />said that property owners know that the long-term plan for the area is redevelopment. He stated 93 <br />the City owns a small amount of property, but the Comprehensive Plan guides every single piece 94 <br />of property regardless of who owns it. 95 <br /> 96 <br />Director Ericson stated the study would guide what is done with the property. He stated the 97 <br />study will help the City determine how to develop the properties and move in the right direction. 98 <br />He stated the City is the steward of the land and have the license to guide future land use for the 99 <br />benefit of the community. 100 <br /> 101 <br />Vice-President Stigney asked how much money the City is willing to spend to plan the area. He 102 <br />stated that it should not be determined by the City, but by what developers are willing to build. 103 <br /> 104 <br />President Marty stated he would like to see the potential of the site without City assistance, 105 <br />which he believes is the last option as far as redevelopment. He said he would like to have more 106 <br />of a Market Overview, rather than the Site Constraints Analysis, Land Use Plans, and other parts 107 <br />of the study. He commended Staff for bringing forward the study plan because he would like the 108 <br />City to be more proactive rather than reactive. 109 <br /> 110 <br />Ayes – 4 Nays – 1(Stigney) Motion carried. 111 <br /> 112 <br />7. REPORTS 117 <br /> 118 <br />Director Ericson gave an update regarding the premium stop property and said the demolition has 119 <br />been completed and there vegetation would be added soon. He stated the owner of the Tyko 120 <br />Sushi Bar was concerned about the demolition equipment, but was okay once the demolition was 121 <br />done. 122 <br /> 123 <br />Director Ericson stated the City has an issue the property at 2696 County Road 10. He noted the 124 <br />owners are indicating that they would like to donate the parcel to the City. He stated there may 125 <br />be some fill of inorganic nature and Staff will be recommending to the EDA that a small-scale 126 <br />environmental assessment is conducted to ensure the City does not take title of a property that 127 <br />will be hazardous in nature. He stated Staff is working on a small environmental study. 128 <br /> 129
