Mounds View EDA September 11, 2006 <br />Regular Meeting Page 4 <br /> <br />President Marty stated he was approached by a citizen who was concerned that there may be 130 <br />contamination at the site. He stated he spoke with City Administrator Ulrich and Director 131 <br />Ericson about the issue. He said he would like to ensure that the soil is not contaminated. He 132 <br />stated he also suggested contacting the Rice Creek Watershed. He noted his support for the study. 133 <br /> 134 <br />Commissioner Thomas asked why the City would be doing an environmental impact study on a 135 <br />property it does not own. She said that there could be some fallout if there is contamination 136 <br />found regarding responsibility for the costs of the study. She stated if the small study will not 137 <br />cost much, she would approve. 138 <br /> 139 <br />Director Ericson stated such contingencies will be explored, such as who is responsible for costs 140 <br />if contamination is found. 141 <br /> 142 <br />City Administrator Ulrich noted that the EDC is doing a tour on Friday morning of the 143 <br />MedTronic construction site and the Commission was invited to join. 144 <br /> 145 <br />Commissioner Flaherty noted an e-mail from a resident regarding concerns about the Red Oak 146 <br />Estates townhome project. Director Ericson stated there have been questions posed about the 147 <br />timing of the project, which does not seem to be moving forward as scheduled. Director Ericson 148 <br />stated that due to Rice Creek Watershed, some engineering issues, and delays with some of the 149 <br />construction contractors, the project will not be finished this year. 150 <br /> 151 <br />Director Ericson noted that he indicated to the builders that the City would like two more 152 <br />buildings built. He stated there is nothing the City can do an there are no codes stipulating how 153 <br />quickly the project is developed. He said it looks as though it will be a multi-year project and the 154 <br />City will work with developers to ensure the development is completed in a timely manner. He 155 <br />stated the City should send out an update to the property owners in the area so there are no 156 <br />questions and that any new issues will be passed on to residents. 157 <br /> 158 <br />President Marty asked if any new building permits have been issued.
