Mounds View EDA January 28, 2008 <br />Regular Meeting Page 3 <br /> <br /> <br />Vice President Stigney asked why Real Life Coop is not listed in the application since they are <br />the largest senior housing project. <br /> <br />Commissioner Mueller asked whether the manufactured home parks should be added. <br /> <br />Community Development Director Ericson indicated that he does not think that would be <br />necessary, as the question is asking how affordable housing could be improved, not to list all <br />affordable housing projects in the city. <br /> <br />Vice President Stigney indicated that when the vision first came out, senior housing was <br />discussed, and Council was concerned with any rental housing at all. He then said that he was <br />under the impression that the City was looking for senior housing, and this is entirely different. <br /> <br />Economic Development Specialist Steinmetz indicated that this is a concept plan used to project <br />jobs, and it was not intended to represent a specific plan. <br /> <br />Vice President Stigney indicated that he did not vision for this property to have assisted living or <br />memory care, so he would not approve this. <br /> <br />Vice President Stigney said that there is a financial letter from Master Development indicating <br />involvement, and it states nothing as to their contribution. <br /> <br />Commissioner Flaherty said that he looked at the same conceptual plans, and it was a mixed use <br />senior housing complex. <br /> <br />Vice President Stigney indicated that the concept is entirely contrary to what was being asked for. <br /> He then said he wants to go back to the original concept plan of senior housing. <br /> <br />Mr. Tobin indicated that from a market standpoint, he feels that senior housing has a strong <br />market, but each developer will try to craft in its own vision with memory care, full care and <br />assisted living. He then said that they are not a senior living developer, so he would have to <br />come with a lot more information on what they propose. <br /> <br />President Marty said that he feels this grant application should go in, so the City knows where it <br />stands, and the City does not have to accept the grant. He then said he would like to add Real <br />Life Cooperative to the document. <br /> <br />Valerie Amundsen questioned when the City applies for grants, and whether the Application is as <br />in depth as possible to show the City’s plans. She then questioned the content of the document <br />presented by Staff. <br /> <br />Economic Development Specialist Steinmetz said that she took offense to the insinuation that <br />anything in this application is not true or factual. She then said that it is common to apply for <br />grants this early in the process, and the State is aware that things change during the process, and
