Mounds View EDA January 28, 2008
Regular Meeting Page 3

Vice President Stigney asked why Real Life Coop is not listed in the application since they are
the largest senior housing project.

Commissioner Mueller asked whether the manufactured home parks should be added.

Community Development Director Ericson indicated that he does not think that would be
necessary, as the question is asking how affordable housing could be improved, not to list all
affordable housing projects in the city.

Vice President Stigney indicated that when the vision first came out, senior housing was
discussed, and Council was concerned with any rental housing at all. He then said that he was
under the impression that the City was looking for senior housing, and this is entirely different.

Economic Development Specialist Steinmetz indicated that this is a concept plan used to project
jobs, and it was not intended to represent a specific plan.

Vice President Stigney indicated that he did not vision for this property to have assisted living or
memory care, so he would not approve this.

Vice President Stigney said that there is a financial letter from Master Development indicating
involvement, and it states nothing as to their contribution.

Commissioner Flaherty said that he looked at the same conceptual plans, and it was a mixed use
senior housing complex.

Vice President Stigney indicated that the concept is entirely contrary to what was being asked for.
He then said he wants to go back to the original concept plan of senior housing.

Mr. Tobin indicated that from a market standpoint, he feels that senior housing has a strong
market, but each developer will try to craft in its own vision with memory care, full care and
assisted living. He then said that they are not a senior living developer, so he would have to
come with a lot more information on what they propose.

President Marty said that he feels this grant application should go in, so the City knows where it
stands, and the City does not have to accept the grant. He then said he would like to add Real
Life Cooperative to the document.

Valerie Amundsen questioned when the City applies for grants, and whether the Application is as
in depth as possible to show the City’s plans. She then questioned the content of the document
presented by Staff.

Economic Development Specialist Steinmetz said that she took offense to the insinuation that
anything in this application is not true or factual. She then said that it is common to apply for
grants this early in the process, and the State is aware that things change during the process, and
