Mounds View EDA October 8, 2012
Regular Meeting Page 4

Commissioner Gunn indicated Ramsey County would need to become involved in the corridor 126
discussions in the future. Economic Development Specialist Steinmetz commented it would be 127
good for the City to partner with Ramsey County from the beginning as the County does own 128
County Road 10. 129
130
Commissioner Mueller asked if the County should be offered a seat on the task force. Executive 131
Director Ericson stated this could be offered, and information can be provided to the County, but 132
he did not know if a representative would take part. 133
134
President Flaherty indicated Highway 96 and Silver Lake Road were both County roads. He 135
questioned how these roadways were funded and requested Staff speak with staff from 136
Shoreview, New Brighton and Arden Hills further on this issue. Economic Development 137
Specialist Steinmetz understood that Shoreview pays for the maintenance of their section of 138
Highway 96. She indicated Staff would continue to work on strengthening the relationship 139
between City and County staff, along with elected officials. 140
141
C. Resolution 12-EDA-274, Adopting a Modification to the Project Plan for the 142
Mounds View Economic Development Project and Adopting Modifications to 143
the Tax Increment Financing Plans for Tax Increment Financing Districts 144
Nos. 1, 2 and 3. 145
146
Executive Director Ericson stated the EDA has discussed this item in the past. He noted a list of 147
TIF properties was drafted in 2004 and has since been updated. He noted at this time there were 148
540 parcels in the City that could be considered for acquisition and redevelopment. State law 149
requires that these properties be identified in order for the sale to be made to the City. It was 150
noted Ehlers assisted Staff in compiling the list. He explained the TIF district boundaries would 151
not be changed and there were no financial implications to the City either. Staff further reviewed 152
the new map with the EDA and recommended approval of the modifications to the project plan. 153
154
President Flaherty questioned when TIF Districts 1, 2 and 3 would expire. Executive Director 155
Ericson commented TIF Districts 1, 2 and 3 were set to expire in 2013, 2014 and 2015. He 156
indicated the extensive list of properties would assist in future flexibility if a property owner 157
would like to sell, but in no way requires the property to be sold to the City. 158
159
MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 12-EDA-160
274, Adopting a Modification to the Project Plan for the Mounds View Economic Development 161
Project and Adopting Modifications to the Tax Increment Financing Plans for Tax Increment 162
Financing Districts Nos. 1, 2 and 3. 163
164
Ayes – 5 Nays – 0 Motion carried. 165
166
