Mounds View EDA February 24, 2014 <br />Regular Meeting Page 2 <br /> <br />Executive Director Ericson requested the EDA review several draft site plans for the Crossroad <br />Pointe redevelopment project. He explained that Stantec has compiled the information collected <br />from the recent Open House and had a presentation for the Authority. He indicated staff was <br />seeking direction from the EDA. <br /> <br />Stuart Krahn, Stantec, provided comment on the concept site plans that were presented to the <br />public at the recent Open House. The five goals for the mixed use project were discussed. He <br />explained that after reviewing the information gathered at the Open House, the vision for the <br />project had been refined. He reported there was no overall consensus on the development <br />direction for the site. However, there was concern about development on this site and how it <br />would relate to other developments along the corridor. In addition, there was a desire for locally- <br />oriented, mixed-use development with connections and adequate green space. <br /> <br />Mr. Krahn further reviewed the comments and concerns voiced by the public based on the three <br />proposed site plans. He explained the mixed-use site plan received the most positive votes at the <br />Open House. He indicated this plan has been revised to more closely meet the needs of the City. <br /> The revised mixed use concept was described in detail to the EDA. The primary traffic flows <br />through this site were discussed. He provided comment on the proposed amenities and green <br />infrastructure for the project. <br /> <br />Commissioner Mueller expressed concern with the attached residential. She understood this was <br />a flexible placeholder and could be further refined. She requested further information on the turf <br />pavers. Mr. Krahn provided the EDA with further information on the open-celled turf paver <br />concept. <br /> <br />Commissioner Mueller questioned if the proposed office/medical building would be two or three <br />stories high. Mr. Krahn explained he was proposing a single story building. If a multiple story <br />building were pursued, additional parking or structured parking would be needed. <br /> <br />Commissioner Meehlhause had concern with the proposed townhomes on the site and thanked <br />staff for clarifying that these were a placeholder. He discussed the traffic concerns at County <br />Road H and County Road 10. He recommended a restaurant be considered within this project. <br /> <br />President Flaherty commented he did not want to see any housing on this space. He understood <br />that parking would be a concern for this 4 acre parcel. He suggested the entire site be filled with <br />commercial/retail or restaurant space. He also envisioned the site being a walkable/pedestrian <br />friendly destination. He supported the clock tower and storm water pond amenities. <br /> <br />Jay Demma, Stantec, discussed a retail/commercial development in Golden Valley along <br />Winnetka and Highway 55. He explained that this may be a nice vision for this parcel. He <br />discussed how a walking path could be created within the development. <br />
