Mounds View EDA February 9, 2015 <br />Regular Meeting Page 2 <br /> <br />7. EDA BUSINESS 1 <br /> 2 <br />A. Confirmation of the 2015 EDC Chairperson and Vice-Chairperson 3 <br /> 4 <br />Executive Director Ericson stated the EDC held its first meeting on January 16th at which time 5 <br />the group selected a Chairperson (Jason Helgemoe) and Vice-Chairperson (Jim Freichels). He 6 <br />recommended that the EDA confirm these selections. 7 <br /> 8 <br />MOTION/SECOND: Mueller/Gunn. To Confirm the 2015 EDC Chairperson and Vice-9 <br />Chairperson. 10 <br /> 11 <br />President Flaherty thanked Jason Helgemoe and Jim Freichels for their willingness to serve as 12 <br />the Chair and Vice-Chair on the EDC. 13 <br /> 14 <br /> Ayes – 5 Nays – 0 Motion carried. 15 <br /> 16 <br />B. Ramsey County’s Proposal for County Road H 17 <br /> 18 <br />Commissioner Mueller stated she had a conversation with a property owner on Program Avenue. 19 <br /> This owner was concerned with the closures being proposed by Ramsey County noting they 20 <br />would negatively impact his business. In addition, this business owner believed that surrounding 21 <br />businesses and the church on Program Avenue would be impacted. 22 <br /> 23 <br />President Flaherty agreed this matter had to be addressed. He found the proposed closure of 24 <br />Clifton to be unacceptable because it would adversely impact businesses and force unnecessary 25 <br />u-turns. He requested comment from staff on this matter. Executive Director Ericson 26 <br />commented he has been in contact with the project manager at Ramsey County and expressed the 27 <br />City’s opposition to the proposed closure. He explained that access onto County Road H was 28 <br />important to our businesses. 29 <br /> 30 <br />Commissioner Mueller wanted to see the City’s businesses and their concerns taken seriously in 31 <br />light of the changes being made to County Road H for TCAAP. 32 <br /> 33 <br />Commissioner Meehlhause recommended that the EDA make a motion to reject the preliminary 34 <br />design plans for the County Road H project from Ramsey County. 35 <br /> 36 <br />MOTION/SECOND: Mueller/Meehlhause. To Reject the Ramsey County Preliminary Design 37 <br />Plans for County Road H. 38 <br /> 39 <br />Vice President Gunn supported leaving Clifton open, but she was concerned with how this would 40 <br />impact the new turn lanes. 41 <br /> 42
