Joint Resolution 8879 and 17-EDA-302, Approving a Loan Origination and <br />Home Energy Squad Enhanced Visit Agreement Between the EDA and the <br />Center for Energy and Environment. <br /> <br />Business Development Coordinator Beeman requested the EDA approve a loan origination and <br />Home Energy Squad Enhanced Visit Agreement between the EDA and the Center for Energy and <br />Environment. He explained the Council had discussed this loan program in November. He <br />indicated $75,000 had been budgeted for this program in 2018. He reported the City Attorney <br />had reviewed this agreement and recommended approval. <br /> <br />Business Development Coordinator Beeman introduced the Council to the individuals present <br />from the Center for Energy and Environment and the Home Energy Squad. <br /> <br />Steve Hines, Center for Energy and Environment, described the three loan products that would be <br />administered by his organization on behalf of the City. He stated the loans would have either a <br />3% or 4% interest rate depending on household income. <br /> <br />Terry Chaney, Home Energy Squad, discussed the home visits that would be conducted by his <br />organization to provide homeowners with energy saving items. He reported this would include <br />LED lightbulbs, insulation inspections, weather stripping, thermostats, water savers and noted <br />energy audits could also be conducted. He explained the energy audits could be done for single <br />family homes and apartment dwellers. He noted through the proposed program, the City would <br />be splitting the $100 fee for each inspection with the homeowner. <br /> <br />Commissioner Meehlhause asked if recommendations regarding insulation would be eligible for <br />the loan program. Mr. Hines reported this type of expense would qualify for the loan program. <br /> <br />Commissioner Meehlhause explained the funds just approved within the EDA levy would assist <br />with covering these loan programs. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 17- <br />EDA-302, Approving a Loan Origination and Home Energy Squad Enhanced Visit Agreement <br />Between the EDA and the Center for Energy and Environment. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />8. REPORTS <br /> <br />Commissioner Meehlhause stated on Wednesday, December 13th at The Mermaid Event Center <br />the North Suburban Business Council would be meeting at 7:30 a.m. <br />
