Item No: 7A Meeting Date: February 13, 2017 Type of Business: EDA City of Mounds View Staff Report To: Economic Development Authority From: James Ericson, Executive Director Item Title/Subject: Resolution 17-EDA-298, Appointing Two Members to the Economic Development Commission (EDC) Background: The Economic Development Commission (EDC) is comprised of seven members – three business representatives and four resident representatives. Royal Dahlstrom resigned from his EDC seat on November 8, 2016, leaving one year remaining on his term. (This EDC term expires on December 17, 2017.) At the EDA meeting on January 9, 2017, Dan Larson and Laurie Shoop were reappointed to terms expiring on December 31, 2019, leaving only Mr. Dahlstrom’s vacated seat open. Discussion: Staff received two applications for the open seat vacated by Mr. Dahlstrom. The EDC reviewed the applications of Dennis Farmer and Teresa Muckala at their meeting on January 20, 2017, and recommended both candidates be appointed to the EDC. To make this happen, recently reappointed Commissioner Laurie Shoop submitted her resignation, dated January 25, 2017, leaving the two open seats. The applications of the two recent candidates are attached for EDA reference. Recommendation With Ms. Shoop’s resignation, the EDC recommends to the EDA the appointment of both Dennis Farmer and Teresa Muckala to the Economic Development Commission. It is further recommended that Ms. Muckala would fill the remainder of Laurie Shoop’s term, expiring December 31, 2019, and that Mr. Farmer would fill the remainder of Mr. Dahlstrom’s seat, expiring December 31, 2017. Staff has prepared Resolution 17-EDA-298 for the Authority’s action, appointing Ms. Muckala and Mr. Farmer to the Economic Development Commission (EDC) with terms as noted above.
