EDA BUSINESS 7 <br /> 8 <br />A. Resolution 17-EDA-301 Approving a Preliminary EDA Property Tax Levy 9 <br />Request and Budget for Fiscal Year 2018. 10 <br /> 11 <br />Finance Director Beer requested the EDA approve a preliminary EDA Property Tax Levy request 12 <br />and Budget for 2018. He explained the EDA used to be funded through administrative money 13 <br />collected by three separate TIF Districts. He reported these TIF Districts have since decertified 14 <br />and therefore an EDA property tax levy was created in 2017. He provided further comment on 15 <br />the proposed 2018 budget and levy and recommended approval. 16 <br /> 17 <br />President Mueller questioned how EDA salaries would be paid in 2018 if the EDA levy was not 18 <br />approved. Finance Director Beer explained the EDA would have to terminate the employee or 19 <br />transfer this position to the General Fund. 20 <br /> 21 <br />President Mueller asked if a traffic study for the proposed Boulevard development would be 22 <br />funded by the EDA. Finance Director Beer stated typically traffic studies are typically completed 23 <br />by the developer. He indicated an additional traffic study could be completed by the City and 24 <br />would then be funded by the EDA. 25 <br /> 26 <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 17-27 <br />EDA-301, Approving a Preliminary EDA Property Tax Levy Request and Budget for Fiscal Year 28 <br />2018. 29 <br /> 30 <br />Commissioner Meehlhause noted the EDA budget and tax levy could be reduced by the EDA 31 <br />between September and December. Finance Director Beer reported this was the case. 32 <br /> 33 <br />President Mueller asked if the monument sign expenses would come out of the EDA budget. 34 <br />Finance Director Beer stated this was not an EDA expense. 35 <br /> 36 <br /> Ayes – 5 Nays – 0 Motion carried. 37 <br /> 38 <br />8.
