Crossroad Pointe Discussion
November 23, 2015
Page 2

Discussion:

After corresponding via email regarding the terms of the draft pre-development agreement,
staff met with Ben Beard and Bill Beard (The Beard Group) to discuss their intentions
regarding Crossroad Pointe. While they are not opposed to moving forward with the
development of the whole site, they would prefer to start with the multi-family component
first and then see what makes sense afterwards. Part of their rationale is that the ultimate
build out of Phase 2 may depend upon future market conditions. Possible uses cited
include a restaurant, office, retail, or a medical clinic. The developer would need the
excess space of Phase 2 for staging the initial multi-family construction, so they'd like to
move forward with a development agreement on the former Roberts site with a limited use
agreement on the excess space (similar to what we did with Bel Rae) which would allow
either The Beard Group or the City to market Phase 2 for development subsequent to the
completion of Phase 1.

Staff is asking the EDA to consider whether it would be willing to develop the site in two
phases, under potentially two separate agreements and possibly with two different
developers, or, would the EDA prefer to deal with one developer for the whole site under
one development agreement?

Recommendation:

Provide direction to staff regarding the proposed pre-development agreement with The
Beard Group. The Beard Group plans to attend the EDA meeting so it can answer any
questions the Authority may have regarding its intentions with the Crossroad Pointe site.

Respectfully submitted,

________________________
James Ericson
City Administrator /
EDA Executive Director
