Crossroad Pointe Discussion <br />November 23, 2015 <br />Page 2 <br /> <br />Discussion: <br /> <br />After corresponding via email regarding the terms of the draft pre-development agreement, <br />staff met with Ben Beard and Bill Beard (The Beard Group) to discuss their intentions <br />regarding Crossroad Pointe. While they are not opposed to moving forward with the <br />development of the whole site, they would prefer to start with the multi-family component <br />first and then see what makes sense afterwards. Part of their rationale is that the ultimate <br />build out of Phase 2 may depend upon future market conditions. Possible uses cited <br />include a restaurant, office, retail, or a medical clinic. The developer would need the <br />excess space of Phase 2 for staging the initial multi-family construction, so they'd like to <br />move forward with a development agreement on the former Roberts site with a limited use <br />agreement on the excess space (similar to what we did with Bel Rae) which would allow <br />either The Beard Group or the City to market Phase 2 for development subsequent to the <br />completion of Phase 1. <br /> <br />Staff is asking the EDA to consider whether it would be willing to develop the site in two <br />phases, under potentially two separate agreements and possibly with two different <br />developers, or, would the EDA prefer to deal with one developer for the whole site under <br />one development agreement? <br /> <br /> <br />Recommendation: <br /> <br />Provide direction to staff regarding the proposed pre-development agreement with The <br />Beard Group.
