Mounds View EDA October 14, 2013 <br />Regular Meeting Page 3 <br /> <br /> 1 <br />President Flaherty inquired how the expense would be funded. Executive Director Ericson 2 <br />commented the EDA had funds available in TIF dollars to cover the consulting expense. He 3 <br />reported an allocation could be completed at a subsequent meeting. 4 <br /> 5 <br />Commissioner Mueller thanked staff for the thorough report on this item. She further discussed 6 <br />the Bolton & Menk RFQ stating she was pleased with the time table included in the proposal. 7 <br />She expressed concern with the value differences between the proposals given the large range in 8 <br />prices. 9 <br /> 10 <br />Commissioner Hull asked if Bolton & Menk completed the 2006 study. Economic Development 11 <br />Specialist Steinmetz stated the 2006 study was completed by Stantec, formerly Bonestroo. 12 <br /> 13 <br />Commissioner Hull preferred the Bolton & Menk RFQ. 14 <br /> 15 <br />Commissioner Meehlhause asked that staff summarize the recommendation again for the 16 <br />Commission. Economic Development Specialist Steinmetz stated she and Executive Director 17 <br />Ericson evaluated the four proposals and found that HKgi best met the objectives set forth within 18 <br />the RFQ. In addition, she supported the HKgi proposal due to the fact this company was a 19 <br />planning firm, and not an engineering firm. She indicated her second choice was Stantec and her 20 <br />third choice would be Bolton & Menk. 21 <br /> 22 <br />Executive Director Ericson added that the other firms could provide a quality product for the City 23 <br />of Mounds View. However, HKgi had a great deal of experience providing planning services. 24 <br /> 25 <br />President Flaherty thanked staff for the additional comments. He indicated the EDA may need 26 <br />additional information in order to reach a consensus on this matter. He recommended this item 27 <br />be postponed to a future meeting. 28 <br /> 29 <br />Commissioner Hull questioned if the City had a tight deadline for this project. Executive 30 <br />Director Ericson explained the City could wait two weeks for this decision. 31 <br /> 32 <br />President Flaherty requested this item be brought back to the EDA for further discussion on 33 <br />October 28, 2013. 34 <br /> 35 <br />8.
