<br />Item No: 07A <br />Meeting Date: February 24, 2014 <br />Type of Business: EDA Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Review Draft Site Plan for the Crossroad Pointe <br />Redevelopment Project <br /> <br />Introduction: <br /> <br />The EDA owns three commercial parcels located at the southwest corner of County Roads <br />10 and H2, collectively referred to as “Crossroad Pointe”. The 4.25 acre redevelopment <br />site has been cleared of all buildings and improvements. At its meeting on October 28, <br />2013, the EDA selected Stantec Engineering to prepare a planning and market analysis <br />study for the redevelopment area, coordinate a visioning exercise, seek public input and <br />provide feasible redevelopment scenarios for the site. <br /> <br />Discussion: <br /> <br />Stuart Krahn of Stantec led the Council through a visioning exercise by conducting a <br />SWOT analysis (Strengths, Weaknesses, Opportunities and Threats) specific to the <br />redevelopment site and the City in general at the January 6, 2014, Work Session. Stantec <br />took the information gleaned from this meeting to prepare three site plan scenarios which <br />were made available for public comment at an open house on January 27, 2014. The <br />public turnout for the open house was good and while much feedback was provided, there <br />was a wide variety of opinions, recommendations and suggestions. There did seem to be <br />greater preference expressed for the multi-use design scenario. Building on the feedback <br />received from the open house, Stantec prepared a more refined multi-use site plan, with <br />versions including and excluding vehicular access from Greenfield Avenue. <br /> <br />Recommendation: <br /> <br />Stuart Krahn will be attending the EDA’s meeting to present the refined Mixed Use <br />Development Site Plan. He anticipates spending some time to review the plan, answer <br />questions, discuss alternatives, and seek plan support.
