Mounds View EDA December 12, 2011 <br />Regular Meeting Page 2 <br /> <br />7. EDA BUSINESS 45 <br /> 46 <br />A. Consider Amendments to Mounds View Business Toolbox 47 <br /> 48 <br />Economic Development Specialist Steinmetz indicated the Mounds View Business Toolbox was 49 <br />approved by the EDA in 2008. She explained this document listed the resources available to 50 <br />Mounds View businesses provided by the City, State, and private resources. 51 <br /> 52 <br />Economic Development Specialist Steinmetz indicated this resource was outdated and in need of 53 <br />amending. The document was reviewed by Staff, along with the EDC and revisions were made. 54 <br />Staff recommended the EDA approve the amended document. 55 <br /> 56 <br />Economic Development Specialist Steinmetz requested the EDA allow the document to be used 57 <br />externally and be posted on the City’s website. This would allow for better promotion of the 58 <br />resources available to the City’s businesses. 59 <br /> 60 <br />President Flaherty suggested Conduit Financing be added to the list of resources available to the 61 <br />local businesses. 62 <br /> 63 <br />Commissioner Gunn thanked Staff for the revised and updated document. She was in favor of 64 <br />allowing the Business Toolbox to become public information and felt this may attract future 65 <br />businesses to the City. 66 <br /> 67 <br />Commissioner Mueller asked if the disclaimer within the document was enough to protect the 68 <br />City from a wrongful suit requesting a new TIF district. Economic Development Specialist 69 <br />Steinmetz indicated the document was merely a list of resources and did not open the City to law 70 <br />suits. She explained that most cities have this same list available to business owners. 71 <br /> 72 <br />Commissioner Mueller recommended several links be included within the document to ensure 73 <br />that interested business owners are directed to Economic Development Specialist Steinmetz. 74 <br />Economic Development Specialist Steinmetz stated she could add this to the overview section of 75 <br />the document. 76 <br /> 77 <br />Commissioner Hull commented he was in favor of making this an external document as well. He 78 <br />supported the changes made by Staff. 79 <br /> 80 <br />Vice President Stigney recommended the document remain internal as he did not want business 81 <br />owners seeking handouts from the City. He agreed with the changes made to the document but 82 <br />did not support the information becoming available to the public. 83 <br /> 84 <br />President Flaherty appreciated the updates made by Staff. He felt the visibility of this document 85 <br />on the City’s website would assist with business generation and redevelopment for the City. 86
