Resolution 12-EDA-270, Authorizing the Purchase of Banners & Bracket 49 <br />Sets for the Light Poles Located along the County Road 10 Trailways. 50 <br /> 51 <br />Economic Development Specialist Steinmetz stated back in April at a Council work session, the 52 <br />Council discussed various beautification items for the County Road 10 corridor. The Council 53 <br />wished to explore purchasing banners and brackets for the light poles along County Road 10 54 <br />trailways. She reviewed several quotes with the Council stating the bids were extremely 55 <br />competitive. She requested the EDA review the proposals and discuss how to proceed with this 56 <br />item. Staff indicated the EDC was in favor of installing decorative banners as well. At this time, 57 <br />given the expense of the banners and brackets, Staff was recommending the EDA not proceed 58 <br />with the purchase. 59 <br /> 60 <br />Commissioner Hull questioned why Staff was not recommending the purchase. Economic 61 <br />Development Specialist Steinmetz commented there were other beautification items that could 62 <br />be completed with the $6,500, as the banners may not be the highest and best use of the EDA’s 63 <br />funds. She stated this item was lower on the EDC’s list noting property acquisition and 64 <br />demolition was higher on their list along with additional mowing and painting of the 65 <br />semaphores. 66 <br /> 67 <br />President Flaherty agreed that only half of the light poles should have banners and asked if the 68 <br />light poles were evenly spaced on both sides of the highway. Executive Director Ericson was 69 <br />uncertain and indicated the intent was not to align the banners evenly on both sides of the 70 <br />roadway. 71 <br /> 72 <br />President Flaherty questioned what type of material the banners would be made from. Economic 73 <br />Development Specialist Steinmetz indicated the banners would be made from a Weatherguard 74 <br />material and were highly weather resistant. She commented the banners would be double sided. 75 <br /> 76 <br />Commissioner Mueller inquired if the banner design could be altered. Economic Development 77 <br />Specialist Steinmetz stated this was up for discussion by the EDA. Executive Director Ericson 78 <br />stated Staff did have a recommended design. 79 <br /> 80 <br />Commissioner Mueller asked how long it would take for the City to receive the brackets if the 81 <br />EDA were to proceed. Economic Development Specialist Steinmetz explained it would take at 82 <br />least a month or longer depending on the vendor chosen. 83 <br /> 84 <br />President Flaherty was in favor of proceeding with the banner and bracket purchase as the EDA 85 <br />had funds available for the expense, in addition to funds from Bethlehem Baptist. 86 <br /> 87 <br />Commissioner Mueller was in favor of Option 2, with the funding recommended under Option 1. 88 <br /> 89 <br />Vice Chair Stigney questioned the size of the New Brighton banners.
