Mounds View EDA January 10, 2011 <br />Regular Meeting Page 2 <br /> <br />A. Resolution 11-EDA-265, Appointing Members to the Economic Development 46 <br />Commission (EDC). 47 <br /> 48 <br />Economic Development Specialist Steinmetz indicated two resident seats were open this year on 49 <br />the EDC. She explained staff received two applications and these were reviewed by the EDC at 50 <br />their November 19th meeting. The EDC recommended reappointing Daniel Larson and Jennifer 51 <br />Wagner-Harkonen both for a three year term to expire on December 31, 2013. 52 <br /> 53 <br />Economic Development Specialist Steinmetz stated that at the November 19th EDC meeting, 54 <br />Jackie Entsminger resigned her seat. Staff received an additional application from James Paron, 55 <br />a 37 year resident, interested in being a member of the EDC. Staff recommends appointing Mr. 56 <br />Paron to finish the term on this seat which is set to expire on December 31, 2011. 57 <br /> 58 <br />President Flaherty questioned if Mr. Paron understood this was a one year term. Economic 59 <br />Development Specialist Steinmetz stated this was the case. 60 <br /> 61 <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 11-EDA-62 <br />265, Appointing Members to the Economic Development Commission (EDC). 63 <br /> 64 <br /> Ayes – 5 Nays – 0 Motion carried. 65 <br /> 66 <br />B. Resolution 11-EDA-266, Electing and Appointing Officers for 2011 to the 67 <br />Mounds View Economic Development Authority (EDA). 68 <br /> 69 <br />Economic Development Specialist Steinmetz explained per the EDA’s bylaws four officers 70 <br />would need to be elected this evening. Staff recommended the same elected officers as 2010 71 <br />being President Flaherty, Vice President Stigney, Treasurer Mueller and Secretary Hull. The 72 <br />appointed positions were also recommended to remain the same. 73 <br /> 74 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 11-EDA-75 <br />266, Electing and Appointing Officers for 2011 to the Mounds View Economic Development 76 <br />Authority (EDA). 77 <br /> 78 <br /> Ayes – 5 Nays – 0 Motion carried. 79 <br /> 80 <br />C. Administration and Servicing Fees for Home Improvement Loans. 81 <br /> 82 <br />Economic Development Specialist Steinmetz reviewed the administrative and servicing fees for 83 <br />the proposed home improvement loans with the EDA. She indicated the EDA must now decide 84 <br />how to administer the loans. Staff is suggesting that the Greater Metropolitan Housing 85 <br />Corporation (GMHC) administer Mounds View’s loans. GMHC has had a working relationship 86 <br />with the City of Mounds View since 2001. 87
