To Approve Resolution 08-EDA-249 Authorizing a 86 <br />Modification of the Project Plan for the Mounds View Economic Development Project. 87 <br /> 88 <br />Vice President Stigney said that it looks like to him that someone wants to get in on this program 89 <br />and they are not on the list. He really thinks that this policy should not be for buying existing 90 <br />homes but helping someone else that purchases a home to assist with demolition. 91 <br /> 92 <br />President Marty indicated that the City did buy properties in the past and attempted to rent them 93 <br />out and that program did not work well at all. This program would be to purchase them to 94 <br />demolish them. 95 <br /> 96 <br />Vice President Stigney said that the limited funds the City has should not be used for this. He 97 <br />then said that he would like to limit this to demolition assistance with a new buyer not the City 98 <br />buying. 99 <br /> 100 <br /> Ayes – 2 Nays – 3(Mueller/Stigney/Flaherty) Motion failed. 101 <br /> 102 <br />B. Resolution 08-EDA-250 Authorizing the Expenditure of Tax Increment 103 <br />Financing Funds for the Appraisal of 5066 Irondale Road (For 104 <br />Consideration of Purchase under the EDA’s Housing Replacement 105 <br />Program). 106 <br /> 107 <br />Staff noted that this application was submitted based upon a program that the City has and the 108 <br />residents did apply. Since there was no approval of Item A just now, then this item does not need 109 <br />discussion. 110 <br /> 111 <br />Clerk Administrator Ericson would like the authority to take action on the Resolution to provide 112 <br />closure to the application submitted to the City. 113 <br /> 114 <br />MOTION/SECOND: Marty/Mueller. To Approve Resolution 08-EDA-250 Authorizing the 115 <br />Expenditure of Tax Increment Financing Funds for the Appraisal of 5066 Irondale Road. 116 <br /> 117 <br />Vice President Stigney commented that it would be inappropriate to approve this motion as there 118 <br />cannot be an expenditure of TIF funds for purchase of this property. 119 <br /> Ayes – 0 Nays – 5 Motion failed. 120 <br /> 121 <br />President Marty recessed the meeting until after the City Council meeting. 122 <br /> 123 <br />Mr. Winiecki asked if the City is in the real estate business.
