Mounds View EDA March 12, 2007
Regular Meeting Page 3

Mr. Krig agreed. 88
89
MOTION/SECOND: Mueller/Hull. To Approve Resolution 07-EDA-230 Consideration of a 90
Request for Demolition Assistance, Housing Replacement Program, 2617 Sherwood Road. 91
92
Commissioner Flaherty said he would like to put this on the Agenda to review this policy at a 93
future date. 94
95
MOTION/SECOND: Stigney/Marty. To Amend the Resolution to Include 50% of the Cost of 96
Demolition Not to Exceed $4,000. 97
98
Vice President Stigney said that they purchased the property in 2006 and got the property with 99
the costs in mind so he does not think that it is fair to ask the City to cover all the costs of 100
demolition. 101
102
Commissioner Flaherty said he would like to discuss the policy at a later date for this very 103
reason. He then said that he would like to postpone any further requests under the policy until 104
the policy is reviewed. 105
106
Commissioner Mueller said that she thinks that this is an opportunity that has been available in 107
the past and these people would like to use this opportunity. She then said that she would like to 108
help individual residents just as the City uses its funds to help businesses. She further said that 109
this will assist the City in eliminating a blight and bringing a new home to the City. 110
111
President Marty said that this property was blighted so the City was trying to figure out how to 112
clean up the property. He then said that in purchasing this property with this house on it the 113
owner must have realized that the house would need to be demolished and that must have been 114
figured into the price paid for the property. He also said that he would like to review the policy. 115
116
Commissioner Hull said that demolishing this home and building a new home will increase taxes 117
and the City will recover the $8,000 fairly quickly. 118
119
Ayes – 2(Marty/Stigney) Nays – 3 Motion carried. 120
121
Ayes – 4 Nays – 1(Stigney) Motion carried. 122
123
Ms. Krig indicated that they paid what the mortgage company had asked for the property and saw 124
that there was an addition on the home and considered demolishing the old part and rebuilding on 125
the newer one and the draftsman recommended demolishing and rebuilding. She then indicated 126
that the City made them aware of this program and encouraged them to apply. She further said 127
that they did not know about the program until two weeks ago and they were going to do this 128
themselves. 129
