Premium Stop Report
March 12, 2007
Page 4

Corporate Office Plan

Recommendations:

Staff is seeking direction from the EDA regarding the marketing of the Premium Stop site. A
Request for Proposal (RFP) or a Request for Qualifications (RFQ) could be considered by
the EDA for the Premium Stop site. An RFP process provides the City with competing plans
as to what can be done with a challenging redevelopment opportunity. It is used especially
for larger projects and requires developers to spend money on engineers and architects to
come up with viable development plans that are evaluated by the EDA commissioners. (The
City followed that process with the Hidden Hollow residential development.) An RFQ process
provides the City with a list of qualified developers who have an interest in pursuing a project
in Mounds View. Submittals should list lead staff and recently completed redevelopment
projects, among other things. (The City of New Brighton recently used this approach with the
Northwest Quadrant.)
