A <br />Request for Proposal (RFP) or a Request for Qualifications (RFQ) could be considered by <br />the EDA for the Premium Stop site. An RFP process provides the City with competing plans <br />as to what can be done with a challenging redevelopment opportunity. It is used especially <br />for larger projects and requires developers to spend money on engineers and architects to <br />come up with viable development plans that are evaluated by the EDA commissioners. (The <br />City followed that process with the Hidden Hollow residential development.) An RFQ process <br />provides the City with a list of qualified developers who have an interest in pursuing a project <br />in Mounds View. Submittals should list lead staff and recently completed redevelopment <br />projects, among other things. (The City of New Brighton recently used this approach with the <br />Northwest Quadrant.)
