<br /> <br />Item No: EDA – 6A <br />Meeting Date: Sept 11, 2006 <br />Type of Business: Consent <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br /> <br />To: Mounds View Economic Development Authority <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Authorize Contract with DSU / Bonestroo to Provide <br />Planning Services Relating to the Former Premium Stop <br />Property Located at 2390 County Road 10 <br /> <br />Discussion: <br /> <br />On August 14, 2006, the Economic Development Authority (EDA) considered the attached <br />proposal from DSU / Bonestroo to provide planning services associated with the recently <br />acquired property at 2390 County Road 10. The EDA recognized the need to research and <br />study the parcel however consensus was not reached as to how best to accomplish this. <br />Staff supported the DSU / Bonestroo proposal and recommended EDA authorization. The <br />EDA decided to postpone action until the Economic Development Commission (EDC) was <br />able to review the proposal and provide their own recommendation. The EDA further <br />determined to establish a special EDA Worksession on September 5 to review the <br />recommendations of staff and the EDC. <br /> <br />The EDC met on August 18, 2006, considering the DSU / Bonestroo proposal at that time. <br />The commissioners reviewed the detailed tasks of the proposal, the number of parcels to be <br />considered and the estimated cost of the study. The EDC felt strongly that such a study was <br />appropriate and necessary to ensure the City could guide the project area for the highest and <br />best use. They also determined that it made more sense to broaden the scope of the study <br />beyond the subject parcel to include parcels from County Road H2 southeast to Woodale <br />Drive. Ultimately a motion was adopted to move forward with the DSU / Bonestroo study as <br />presented, with the parcels identified and at a cost not to exceed $13,440. <br /> <br />At the EDA’s special worksession, John Uban, representing DSU/Bonestroo, was able to <br />review their proposal for services and address questions raised by the EDA. The proposal <br />would involve to conducting a market analysis and feasibility study to gain a better <br />understanding of the development potential of the subject property as well as adjoining <br />parcels within this block on County Road 10. Conducting such a proactive study will help <br />clarify the City’s vision and redevelopment goals for this area, factoring in the site constraints <br />and market conditions. The study would provide the City with the tools to seek out certain <br />types of development and developers rather than simply reacting to development proposals <br />as they are submitted. <br /> <br />The EDA suggested two amendments to the resolution presented for discussion, one <br />regarding financial assistance and the other relating to the maximum expenditure for this <br />project. Both changes are reflected in the attached resolution. <br /> <br />Premium Stop Study
