<br />Item No: 6A <br />Meeting Date: January 14, 2005 <br />Type of Business: EDA Business <br />Administrator Review : ____ <br /> <br />City of Mounds View Staff Report <br />To: Mounds View Economic Development Authority <br />From: Aaron Backman, Economic Development Coordinator <br />Item Title/Subject: Resolution 05-EDA-199 Authorizing Staff to Arrange for <br />an Appraisal of Outdoor Signs at The Bridges of Mounds <br />View Golf Course Site <br /> <br />Date of Report: January 14, 2005 <br /> <br /> <br />Discussion: <br /> <br />Since the summer of 2004 the City of Mounds View has taken several steps to gather information <br />that is critical for redevelopment of the Bridges of Mounds View Golf Course. On July 26, 2004 <br />the Mounds View EDA authorized staff to pursue title commitment research of The Bridges Golf <br />Course. This activity was completed by Old Republic and Kennedy & Graven. On August 23rd, <br />the M.V. EDA authorized SEH to conduct a wetland delineation study of the developed portion of <br />the City’s property north of Highway 10. This report was completed on September 23rd. On <br />September 13th, the M.V. EDA authorized staff to arrange for a commercial appraisal of the <br />Bridges. Orion Appraisals completed this activity on September 27th. On September 13, 2004, <br />the Mounds View Economic Development Authority authorized the selection of RLK-Kuusisto, Ltd. <br />to undertake an Alternative Urban Areawide Review (AUAR) for the Bridges Golf Course <br />Redevelopment Project. The City approved that an AUAR be undertaken so that transportation, <br />public services, environmental, and other parameters related to a large office campus could be <br />understood. On September 27th, the M.V. EDA authorized E.G. Rud & Sons to conduct a <br />boundary survey and a topographic survey of the Bridges area. The land surveyors completed a <br />boundary survey of all five parcels (developed and undeveloped portions totaling 118.1 acres) and <br />a topographic survey of the golf course (developed portion totaling 72 acres) on October 21st. On <br />January 14, 2005, the M.V. EDA authorized RLK-Kuusisto to undertake additional services <br />associated with the Bridges Office Development AUAR, including amending the City’s <br />Comprehensive Plan. <br /> <br />The City Administrator and Backman met with Scott Riggs, John LeFevre, and Bob Lindall, <br />attorneys with Kennedy & Graven, regarding the Medtronic project and the removal of some or all <br />of the outdoor signs at the Bridges Golf Course. We discussed the process for accomplishing this <br />and what steps should be undertaken. It was suggested that Kennedy & Graven contact the <br />attorney representing Clear Channel and that an appraisal of the signs be undertaken. <br />Subsequent to the meeting Mr. Lindall contacted Marvin Liszt, the attorney for Clear Channel. <br />Backman obtained appraisals from two qualified firms that have conducted appraisals of signs. <br />The proposals for appraising all signs range from $13,000 to $18,000 with Patchin Messner & <br />Dodd submitting the lowest bid. The estimated completion date is March 15, 2005. <br /> <br /> <br />
