Mounds View EDA March 14, 2005
Regular Meeting Page 2

The Bridges Golf Course (verbal report). 46
47
MOTION/SECOND. Gunn/Flaherty. To approve the Consent Agenda as presented. 48
49
Ayes-5 Nays-0 Motion carried. 50
51
7. EDA BUSINESS 52
53
A. Potential for Housing Development in the Laport Meadows Area and 54
Discussion regarding the Ardan Park. (Verbal Report). 55
56
Economic Development Coordinator Backman indicated that two developers have approached 57
the City with discussions regarding a resident development in Laport Meadows. He stated that 58
two of the issues for any project there would be the wetlands and the aspect of the noise. He 59
stated that a key element that is needed is a wetland delineation study, which he estimates would 60
cost around $4,000. He is reasonably confident that this would be an $8-$12 million 61
development. He felt the City should undertake the study so they could control the information 62
obtained. 63
64
President Marty commented that he thought there had already been a wetland study done in this 65
area. 66
67
Director Ericson stated that a hydrology study had been done in 1998 as part of the golf course 68
potential redevelopment process, but not a wetland delineation study. He mentioned that a 69
wetland delineation study has a shelf life of three years. 70
71
Commissioner Thomas asked how much of the property is in the MnDOT deed and if they would 72
be dealing with MnDOT again. 73
74
Economic Development Coordinator Backman stated it would be the northern portion of the 75
Ardan Park area. He stated the City owns Ardan Park. 76
77
Commissioner Flaherty suggested talking to the landowners to get their thoughts prior to 78
spending of any funds. 79
80
Economic Development Coordinator Backman indicated he would be happy to send out a survey, 81
but the wetland delineation study may come back showing that this area is not developable. 82
83
City Administrator Ulrich mentioned that there are some questions on the survey instrument 84
regarding Ardan Park, and the results will be back the first couple of weeks of April. 85
86
Commissioner Gunn asked whether the developers or the City should contact the landowners. 87
