Mounds View EDA March 22, 2004 <br />Regular Meeting Page 2 <br /> <br />Mounds View City Council unanimously approved Resolution 6200 approving the reconveyance <br />of Lot 36, Knollwood Park in Mounds View back to the State of Minnesota and approving the <br />purchase of Lot 36. <br /> <br />Economic Development Coordinator Backman indicated that Staff has been working with the <br />City Attorney to develop the appropriate documents relating to implementing this single-family <br />residential project and those documents are provided for consideration. <br /> <br />Economic Development Coordinator Backman indicated that the EDA must have a right of <br />reverter clause in the documents to say that if Pro Craft Homes does not significantly move <br />forward with the development process the property reverts back to the EDA. <br /> <br />Economic Development Coordinator Backman explained what each of the three documents are <br />intended to do and then recommended approval of Resolution 04-EDA-182. <br /> <br />Vice President Stigney asked how the document ties in with the Resolution as not all of the <br />documents are referenced in the Resolution. <br /> <br />Economic Development Coordinator Backman indicated Staff Could reference the other two <br />documents in the Resolution. <br /> <br />Community Development Director Ericson indicated the one document is referenced and that <br />one references the other two so there is a document trail. <br /> <br />President Linke indicated he would like to have the Resolution reference all three. <br /> <br />Director Ericson indicated the Development Agreement would be addressed with the platting of <br />the property so at this time the EDA is approving the form of the document but not the document <br />itself. He then said the Resolution approves the Purchase and Redevelopment Agreement in its <br />form and the details will be further refined and addressed at the platting stage. <br /> <br />President Linke indicated he did not want to approve something that is open to change. He then <br />said he would like the issues worked out before he approves it. <br /> <br />Jim Melcher indicated that he and Mr. Nordness met with their attorney this morning and there <br />are a few more issues to resolve but he is confident that the attorneys can resolve them and the <br />project will move forward. He then provided an update on progress with the development <br />indicating the engineers are ready to go to Rice Creek for permits and they will be able to get the <br />17 lots. <br /> <br />Mr. Melcher indicated that there would be considerable tree removal on the site so they are <br />looking at a name change from the Woods of Mounds View to Hidden Hollow and the street
