<br />Item No: 6B <br />Meeting Date: Sept. 13, 2004 <br />Type of Business: EDA Business <br />Administrator Review : ____ <br /> <br />City of Mounds View Staff Report <br />To: Mounds View Economic Development Authority <br />From: Aaron Backman, Economic Development Coordinator <br />Item Title/Subject: Resolution 04-EDA-195 Authorizing the Selection of a <br />Professional Services Firm to undertake an Alternative <br />Urban Areawide Review (AUAR) for the Bridges Golf <br />Course Redevelopment Site <br /> <br />Date of Report: September 13, 2004 <br /> <br />Introduction: <br /> <br />The Mounds View Economic Development Authority (the “Authority”) and the City Council have <br />directed staff to explore all potential options relating to the operation of the Bridges of Mounds <br />View Golf Course (the “Bridges”), including the possible redevelopment of the course. <br /> <br />Discussion: <br /> <br />On July 26, 2004 the Mounds View EDA authorized staff to pursue title commitment research of <br />The Bridges Golf Course. Schedules A & B were completed the last week of August and a legal <br />opinion by Scott Riggs of Kennedy & Graven on September 7, 2004. On August 23rd, the M.V. <br />EDA authorized SEH (the lowest bidder) to conduct a wetland delineation study of the developed <br />portion of the Bridges Golf Course at a cost not to exceed $2,000. This is currently in process and <br />should be completed on September 15th. Also the last week of August, CRESA Partners <br />authorized that an updated Phase I Environmental Assessment be completed by the end of <br />September. This will replace the one that was prepared in 1993 and is being paid for by CRESA, <br />on behalf of the End User. <br /> <br />The City Administrator and Backman met with CRESA Partners on August 10th and August 25th. <br />The End User is very interested in the site and is carefully considering various elements of locating <br />in Mounds View. What is being proposed is a corporate office campus. City Staff has been <br />providing as much information as possible to CRESA. The End User has requested that an <br />Alternative Urban Areawide Review (AUAR) be undertaken by the City so that transportation, <br />public services, environmental, and other parameters are understood. Environmental reviews are <br />required for specific-sized projects. An AUAR is a midsized environmental review process that is <br />more timely and economical than an Environmental Impact Statement (EIS). On September 7, <br />2004, Joe Rhein from Bonestroo made a presentation at the City Council Work Session. <br /> <br />Staff asked for and received three proposals from qualified firms specializing in master planning <br />and environmental assessments for undertaking an AUAR. The proposals range in cost from <br />$50,300 to over $75,000+. Staff received all the proposals on Thursday, September 9th, and will <br />review them prior to the EDA meeting. <br /> <br />
