<br /> <br />Item No. 6A <br /> Meeting Date: May 27, 2003 <br />Type of Business: EDA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; EDA: EDA Business <br />Mounds View City Council Staff Report <br />To: Mounds View City Council <br />From: Aaron Backman, Economic Development Coordinator <br />Item Title/Subject: County Road H2 Residential Development <br />Date of Report: May 22 2003 <br /> <br /> <br />SUMMARY <br /> <br />Over the past month and a half three developer groups hired or worked with land surveyors in <br />preparation of concept plans for the proposed County Road H2 Residential Project. The <br />following developers have submitted plans to the City—copies of which you have before you: <br />Dave Regel Construction, Homes by James, and Pro Craft Homes. City staff is pleased with <br />the quality of each of the developers and believe that each would do an excellent job. <br /> <br />The concept plans for the residential development were presented to the City’s Economic <br />Development Commission on 5/18/03. The EDC members were pleased with all the plans. <br />They were excited by the additional tax base that would be generated and viewed the project <br />as serving the purpose for which the land was acquired by the City. The concept plans were <br />also presented to the Planning Commission on 5/21/03. Representatives of all three <br />developers were present to answer the Commissioners’ questions. The Planning <br />Commission viewed all the concept plans as appropriate and ones that would be positive for <br />the City. The Planning Commission encouraged that all three developers be considered by <br />the City Council. <br /> <br />Staff seeks input from the M.V. Economic Development Authority regarding these concept <br />plans so that the City Council can make a decision as to which plan makes sense for the City <br />of Mounds View. Staff seeks additional selection criteria from the members that would enable <br />a developer to be selected. Once a concept plan is selected, the City would seek to develop <br />a Letter of Intent with the respective developer that would govern the project. <br /> <br />An additional information item for the EDA is a tax-forfeited property. The City has purchased <br />and owns the property of 3016, the lot behind 3000, and lot 2946 along Co. Rd H2. The lot <br />between 3016 and 3000 is a tax-forfeited property with Ramsey County controlled by the city <br />through a use deed. To address the issue of public purpose and to control the area for <br />appropriate development, I requested a purchase price for the 1.5 acre lot. On 5/21/03 the <br />City received the calculation statement from Ramsey with an amount of $68,901. Given that <br />the City has over $200,000 invested into acquiring the other adjacent lots, the purchase price <br />appears to be reasonable. The Planning Commission will consider at a future meeting <br />making a recommendation to the Council regarding the acquisition. <br /> <br />
