Item No. 8A <br />Meeting Date: May 13th, 2002 <br />Type of Business: EDA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; EDA: EDA Business <br /> <br /> <br /> <br />City of Mounds View Staff Report <br />To: President and EDA Commissioners <br /> <br />From: Aaron Backman, Economic Development Coordinator <br /> <br />Item Title/Subject: Consider Approval of Resolution 02-EDA-163 a resolution approving and <br />authorizing the expenditure of tax increment funds for the development of <br />the second remodeling Planbook <br />Date of Report: May 9, 2002 <br /> <br /> <br />Background: <br /> <br />In February 1998 the Mounds View Economic Development Authority authorized a commitment of <br />$5,000 from tax increment funds to participate in the first remodeling Planbook. Published in 1999, <br />the first Planbook focused on remodeling options for post-WWII homes, principally Ramblers and <br />Cape Cods. A consortium of 15 communities (first tier suburban communities) split the cost of <br />developing and printing 5,000 copies of the book (approx. $60,000). The cities included: Blaine, <br />Brooklyn Park, Columbia Heights, Coon Rapids, Crystal, Fridley, Golden Valley, Hopkins, Mounds <br />View, New Brighton, New Hope, Robbinsdale, Richfield, Roseville and St. Louis Park. The Fridley <br />Housing and Redevelopment Authority was selected to administer the development of the <br />publication. The citizens of Mounds View can purchase this Planbook for $10.00 each. <br /> <br />A second Planbook is currently in the works. It will be in the same format as the first and likewise <br />will be undertaken by a consortium of communities. Robert Gerloff, the architect that worked on the <br />first Planbook, has submitted a proposal for the second book with an estimated cost of $75,000. <br />The focus of the second Planbook is on Split-Entry/Split-Level Homes. The book will include a brief <br />history of the split-level home, strengths and weaknesses, variations in design, adding decks and <br />four season porches, family rooms and kitchen bump-outs, rethinking and updating interior spaces, <br />façade improvements, landscaping options, and accessibility issues. It is likely that Brooklyn Park <br />will be administering the development of the second Planbook. <br /> <br />The following units of government have committed $5,000 for the second book are: Brooklyn Park, <br />Burnsville, Dakota Co., Golden Valley, New Hope, and Roseville. Tentative commitments have <br />been made by Coon Rapids, Plymouth, and Washington Co. In addition, Circle Pines has <br />committed $2,500 for the Planbook and other communities are considering participation. <br /> <br />The second home remodeling Planbook will provide a great tool for communities and their residents <br />in dealing with upgrading these types of residential units. The more communities that participate the <br />more successful and less expensive the project becomes. <br /> <br /> <br />
