<br /> <br /> <br /> <br /> <br /> <br /> <br />Overview: Voluntary program designed to provide funds for the rehabilitation of <br />substandard manufactured home units within Mounds View Mobile <br />Home Park. <br /> <br />Purpose: To rehabilitate substandard manufactured homes. Priority shall be <br />given to substandard units manufactured prior to 1976. <br /> <br />Offered By: City of Mounds View and the Mounds View Economic Development <br />Authority. <br /> <br />Program: <br />Upon submission of a completed application and proof of ownership, <br />the City of Mounds View’s Community Development Department will <br />inspect the homes. The Department of Housing and Urban <br />Development’s Manufactured Home Standards and the Minnesota <br />State Building Code shall serve as the basis for the inspection. <br /> <br />Units with code and life safety violations that can be corrected at less <br />than fifteen percent of the cost of a comparable unit shall be <br />determined to be eligible for rehabilitation funds. Applications shall be <br />ranked according to date and time of application and the seriousness <br />of life and safety code violations present in the manufactured home. <br />Priority shall be given to units manufactured prior to 1976. <br /> <br />A maximum of three-thousand dollars ($3,000) per manufactured <br />home is available to correct identified code deficiencies. <br /> <br />Owner participation in the project is required. Participation may be in <br />the form of equity or private financing. Preference will be given to low <br />and moderate income homeowners. <br /> <br />Funds will be made available on a deferred loan basis with loans to <br />homeowners forgiven over a three year period. <br /> <br />The City shall prepare a scope of work with the inspection serving as <br />the basis of allowed work. Said scope of work shall be provided to the <br />owner.
