DATE: April 13, 2000

TO: Mayor and Council Members

FROM: Terri Blattenbauer
YMCA Program Executive

RE: Request for transfer of “old” Recreation funds

The reason for this request is two-fold. First of all, I am aware of $100,000 surplus from
the Park & Recreation fund prior to transition to the YMCA. On behalf of the Park &
Recreation Commission, we would like to transfer that amount to the Park dedication
fund. There has been much discussion at recent meetings regarding the Park dedication
fund and the longevity of it, but also the future of this fund with no apparent development
in the community.

Secondly, the Park & Recreation Commission have seen results of services and offerings
at the Community Center and in the community. We are in need of continuing to think to
the future and how we can best serve the community. In doing so, the Commission has
given me direction to pursue 5 pieces of fitness equipment to enhance our offerings at the
Community Center. The cost of this equipment is under $5,000. One of the
Commissioners is willing to provide quality, industrial strength equipment at cost, to his
company. The intent would be to pay for this equipment from the Park dedication fund
once the $100,000 has been approved for transfer. If this would not be the Council’s
wishes, the Commission may not favor this purchase and enhancement as the remaining
Park dedication funds of $137,895 are preliminarily best suited for investment.

Please advise staff on the two requisitions:
1. Transfer of $100,000 from “old” Recreation fund to Park dedication fund.
2. Purchase of 5 pieces of fitness equipment
