Ramsey County, Minnesota <br /> Regular Meeting <br /> May 30, 1996 <br /> City of Mounds View, Council Chambers <br /> 2401 Highway 10, Mounds View, MN 55112 <br /> 1. Call to Order: <br /> The meeting was called to order at 6:10 p.m. by Chairperson, Dan Nelson. <br /> 2. Roll Call: <br /> Members present were as follows: Cindy Carlson, Rosemary Goff, Dan Nelson, Brian Sjoberg, Ron <br /> Schmidt, Delane Welsch and Bev Terhark. In addition, Economic Development Coordinator Cathy <br /> Bennett was present. EDA Liaison Sue Hankner and Alternate Liaison Gary Quick were absent. <br /> 3. Approval Of Minutes: <br /> Motion/Second: Carlson/Goff moved approval of Minutes of April 25, 1996 Meeting. <br /> • Motion Carried 7 ayes 0 nays <br /> 4. Special Business <br /> Chairman Dan Nelson brought forward the discussion of the purchase of the Bel-Rae and the • <br /> EDC's request to have the EDA come to a meeting to discuss procedure with the purchase and <br /> the future roles and responsibilities of the EDC. Chairman Nelson expressed disappointment <br /> that EDC's advice regarding the purchase and use of the Bel-Rae site was not taken into <br /> consideration or recorded in any minutes of the EDA in discussions regarding the Bel-Rae. <br /> Commissioner Carlson felt the decision to purchase the Bel-Rae was based on emotion rather <br /> than financial circumstances and that the EDC's expertise could have provided a balance. <br /> Chairman Nelson suggested that he address the EDA at the next regular meeting. <br /> 5. A. Discussion of Tax Increment Policies for new/expanded development in <br /> Mounds View <br /> Coordinator Bennett presented a draft TIF policy per the discussions at the March <br /> meeting. The information for review included a Policy, Application for Tax Increment <br /> Financing,Analysis Form and Deposit Agreement. <br /> • <br /> 1 <br />
